CITY OF HOLLAND REGULAR MONTHLY CITY COUNCIL Meeting Kuhlmann Civic Center - 107 WEST TRAVIS Monday, April 18, 2005 Minutes I. The council meeting was was called to order by Mayor Curt Murray at 7:14 PM. Mae Smith, Terri Crum, Sharon Simmons were present. CR Siprian, Teddy Gaines were absent. II. Citizens Comments: The following complaints were cited: poor road conditions on S. Austin and the fact that years have gone by without this task being done and why hasn't the council done something about it, tables and floor not cleaned at the Kuhlman Center same day at an event, brush blocking the intersection of Hogan and Sumbera, costs of dumpsters and increase of garbage collection, taxes too high, traffic too fast on S. Austin, was Latham going to repaired and be finished. The Mayor and Council responded by stating that plans were being made to put emulsion on the road, but that there was no cure for the problem due to financial constraints. Garbage increases were made to bring current existing costs and pass them along to customer with a 20 % increase based on cost 1 plus the fuel surcharge that was being passed on to the customer. II. The previous minutes of March 21, 2005 -motion to approve made by Terri Crum, seconded by Sharon Simmons, all were in favor and motion carried. IV. Old Business A. Home Grant Amendment - motion to approve made by Mae Smith and seconded by Sharon Simmons, all were in favor and motion carried. 1. Whether to proceed/decline Home Grant = motion to proceed made by Mae Smith, seconded by Sharon Simmons, all were in favor and motion carried. 2. Motion to authorize bids for grant consultant to finish grant (first phase to evaluate not needed) made by Mae Smith, seconded by Terri Crum. All were in favor and motion passed. Ad will be placed in Sunday's Temple paper for two Sundays as required. B. Contract approval for City Inspector, Steve Rinehart - - motion to approve made by Mae Smith, seconded by Sharon Simmons. All were favor and motion carried. V. New Business A. Ordinance to cancel General and Special Election = all candidates are unopposed - motion made to authorize by Sharon Simmons, seconded by Mae Smith. All were in favor and motion passed. B. Motion to authorize bids on Solid Waste Contract made by Mae Smith, seconded by Terri Crum, all were in favor and motion passed. C. Motion to proclaim May Fair Housing Month made Mae Smith and seconded by Sharon Simmons, all were in favor and motion passed. D. On behalf of the P & Z Committee, Renay Johnson recommended to approve the following items: (all addresses are R-1 zoned) 1. Wooley of 202 Latham Circle - request was denied to operate a firearms business from his home. Motion was made to deny by Mae Smith because of R-! zoning, Sharon Simmons seconded, all were in favor and motion passed. 2. Donna Sibley/Steve Palousek having an interest in 307 Josephine placed a building in a designated alleyway per their survey and then in addition placed a carport in same alleyway = requested variance, which was denied in a motion made by Mae Smith, seconded by Sharon Simmons, all were favor and motion passed. Council asked that city attorney be contacted regarding removal of building and penalty, if any, as prescribed by law. 3. Perkins of 328 N. Front requested electricity to travel trailer, which is to be left at site for 6 months or more of year. No house plan was submitted. Motion made to deny made by Mae Smith, seconded by Sharon Simmons, all were in favor and motion carried. 4. Stevens, 401 Josephine - move modular home onto property. Fleetwood Homes submitted compliance documents. Council asked that Steve Rinehart be asked to review the compliance documents. Mae Smith motioned to approve moving a modular home onto property that meets the code requirements, seconded by Terri Crum, all were favor and motion carried. Committee Reports - Planning and Zoning Committee Renay Johnson spoke of her challenges managing Planning and Zoning. The meeting was adjourned by Mayor Curt Murray at 8:44 PM, due to councilman, Terri Crum leaving the meeting Note: There was not a quorum sufficient to continue the meeting. Only Staff and Council Reports remained and are tabled till next council meeting.
