CITY OF HOLLAND Regular Monthly City Council Meeting Kuhlman Civic Center 107 WEST TRAVIS Monday, October 11, 2004 7:00 PM Minutes 1. The meeting was called to order by Mayor Curt Murray 7:00 P.M, on October 11, 2004. All council members were present. 2. Citizens Comments: Fire Chief, Coleman Benner reported that people from an event booked at Kuhlman Center in the previous week had damaged the fire station side wall and drain trim on same wall next to the center. He witnessed these acts and asked the group to stop throwing the rocksi He stated that he thought that we were charging too little in rental fees and should increase these fees and damage/cleaning deposits which may be the reason we are having problems lately. Several people agreed. Rosemary Bookman discussed the unleashed dog problem on N. Front. She was advised to file a complaint. 3. Mae Smith motioned to approve previous minutes, secanded by Teddy Gaines. All were in favor and motion passed. 4. New Business A. Consider/Act on 2003 Audit - presented by Lisa McKinnon, of Brockway, Gersbach, McKinnon, Neimeier, CPAI Ms. McKinnon noted that the city is down to 1 month of rèserves and should have 3-4 months of reserves for expenses in water/sewer and 5-6 in general. The city will need to increase wis rates, and look at garbage, electric contracts. Office staff will look at garbage contract, and shop for electricity. If we continue the city will not have any money in a year. The city has not increased utility rates. Yet the city pays a premium along with increased costs for water, services, and other expenses and has not passed them along to its citizens. Ms., McKinnon noted that the in-house books look to be in good shape and suggests that training the staff and some çontinued supervision are essential. She says that her company has a book-keeping staff that could assist with training for Quickbpoks @ about $250.00 per month, and à separate audit staff that does the audit. Lisa said 2004 audit can pe put off for a short while. Terri Crum suggested the office staff get costs for these actions and put on next agenda. Sharon Simmons motioned to accept 2003 audit, seconded by Terri Crum. All were in favon and motion passed. B. Consider/Act on Families in Crises in Bell County was presented by represèntative. This organization can help families in crises on a referral basis by our law enforcement officer. Sharon motioned to sign agreement, seconded by Terri Crum, all wère in favor, and motion passed, C. Consider/Act on call for bids for Depository, Sevides Contract pursuant to Lodal Government Code Sections 105.001-105.09. Public Notice will be placed in both local newspapers as required. Mae Smith motioned to call for bids, seconded by Terri Crum, all were in favor and motion passed. 5. Old Business A. Consider/Act on seeking financial assistançe for possible indebtedness. Mayor Curt Murray roted that we are now faced with bills, ie. auditor, and there is no morey to pay them. We will not have to look at a loan to be paid off within the fiscal year for certain budgeted items. Fire Chief Coleman Benner asked about insurance coverage for the Fire trucks and requested info regarding coverage. 6. Committee Reports A. Planning and Zoning. Debbie McKeon reported that committee would talk to those whose properties were, on the condemned and clean up lists to encourage them to bring their properties into compliance. B. Beautification Committee - Rosemary Bookman reported that she would have a meeting at her house on 26! inviting citizens to helpljoin the committee. 7. Council and Staff Reports A. CTW$ - Mae Smith B. Utility Report - Richard Reaves reported Ricky Maupin resigned, will not be replaced at this time, to save money. He and Perry are replacing meters that have low readings. Dixie Street Project is completed. Discussions with TXDot regarding drainage continue. Terri Crumrotioned to accept report, seconded by $haron Simmons. All were infavor and motion passed. C. City Secretary Report. D. Police Report. By Chief Jeff Green. Noted that Mr. Wayne Goodnight, citizen in Holland, passed away last week. Dean Rebel, reserve officer resigned. Has another job that requires his time. Has been running traffic patrol on 95 and in town and there are more speeders in town. There are more animal calls and citizens need to understand that they need to come in and file acomplaint identifying dog, owner and address of owner. Terri motioned to accept report, seconded by Teddy Gaines, all were in favor and motion passed. E. Court Report by Paula - Terri Crum motioned to accept report, seconded by Mae Smith. All in favor and motion passed. F. City Secretary Report & Grant Report - Terri Grum reported on Home Grant that James Conquest had met with Ms. Cockrum and Mr. Pacha 2 to outline work to be done at their homes. Ms. Cockrum, who will be getting a new home will be first and half way through the construction, work will begin on Mr. Pacha's renovation. Réquests for donation lettersi will be going out to assist the City for matching funds. We will need to publicize the Program that we need help and volunteer services. Financial report was given by Peggy Tracy. Terri Crum motioned to accept report, seconded by Sharon & Eddie. Allwere in favor and motion passed. Terri Crum motioned to adjourn the meeting, seconded by Mae Smith. All were in favor and meeting adjourhed at 9:53 PM 3
