AGENDA ITEM #2 Mayor Darren Braddy stated that City Secretary Emily Howse had officially verified the election totals of the May 5, 2018 City Council Election. Mayor Braddy read the totals as listed below. Cates made the motion to approve and accept the canvassed May 5, 2018 election totals as presented. Allen Foster seconded. Vote unanimous. AGENDA ITEM #3 City Attorney, Jay Garrett, gave the Statement of Elected Officials and the Oath of Office to David Phillips, Donna Thomason, and Willie "Bear" Wilkins AGENDA ITEM #4 Willie "Bear" Wilkins made the motion to reappoint David Phillips as Mayor Pro Tem. Allen Foster seconded. Vote unanimous. AGENDA ITEM #5 Donna Thomason made the motion to approve the April 9, 2018 minutes as written. David Phillips seconded. Vote unanimous. AGENDA ITEM #6 The item of awarding engineering services for the upcoming Texas Community Development Block Grant (TXCDBG) of the Texas Department of Agriculture (TDA) was on the table for discussion. Mayor Braddy stated that the city had received proposals from four engineering firms; therefore a scoring committee would need to be appointed to evaluate and determine the best engineering firm for the city. Mayor Braddy stated that the committee should consist of himself, Emily Howse, and Terry Palmer; WTP/WWTP Superintendent. Donna Thomason made the motion to appoint Mayor Darren Braddy, Emily Howse, and Terry Palmer to the engineering scoring committee for the TXCDBG TDA Grant. Willie "Bear" Wilkins seconded. Vote unanimous. AGENDA ITEM #7 Mayor Darren Braddy read the proclamation declaring Saturday May 19, 2018 as Pat Moses Appreciation Day. Mayor Braddy presented a bouquet of flowers which were given by Pat's support team which consisted of family, friends, and members of her state winning basketball team (which Pat stated "I still call them The Girls"). Pat accepted the flowers and extended her appreciation to all team members (The Giris), teachers, coaches, parents, and all community supporters. Pat stated that "You know it takes a whole community to raise a child...It takes a whole community to accomplish this". No action needed on this item. AGENDA ITEM #8 David Phillips made the motion to continue membership with TML. E.. J. Cates seconded. Vote unanimous. AGENDA ITEM #9 E.J. Cates made the motion to reappoint Linda Barnes to a two year term on the Sulphur River Municipal Water Board of Directors. Allen Foster seconded. Vote unanimous. AGENDA ITEM #10 Mayor Darren Braddy presented to the council the item of amending the golf cart ordinance #01-10-09 for the third time. Darren stated that side by sides and ATV's could not be allowed due to state law regulations. Darren stated that gas powered golf carts could be allowed. Mayor Braddy also stated that it was imperative that the city put some kind of regulation on motorized wheel chairs. He stated that there had been several instances where a vehicle had nearly backed into someone that was riding the wheel chair behind cars that were parked on the square. It was the consensus of the council to implement gas powered golf carts into the ordinance and put restrictions of driving the motorized wheel chairs on the square and require them to display a flag. Donna Thomason made the motion to implement gas powered golf carts and restrictions on motorized wheel chairs into ordinance # 01-10-09 which City Attorney Jay Garrett would prepare for the next meeting. E.J. Cates seconded. Vote unanimous. AGENDA ITEM #11 Mayor Braddy presented a letter addressed to the council from Timothy Sisson. The letter stated the need for street repairs and possible resolutions for materials to do such repairs. No action was needed or taken on this matter. AGENDA ITEM #12 Monthly budget reports were reviewed. AGENDA ITEM #13 E.J. Cates made the motion to approve accounts payable. Donna Thomason seconded. Vote unanimous. AGENDA ITEM #14 Allen Foster made the motion to adjourn. Willie "Bear" Wilkins seconded. Vote unanimous.
