CITY OF COOPER CITY COUNCIL MEETING - REGULAR OCTOBER 10, 2023 - 5:00 pm MEMBERS PRESENT: DARREN BRADDY; MAYOR, DAVID PHILLIPS, LINDA BARNES, SCOTTY DEATHERAGE, DIANE STEGALL, AND JOSH HOSKISON CITY ATTORNEY: JAY GARETT OTHERS PRESENT: EMILY HOWSE, SUSAN RASER, KAREN ATKINS, JOE ADAMS, BREDNA PEREZ, DORTHY RUTLEDGE AND DEVONNE BOWER AGEND TEM #1 Mayor Darren Braddy called the meeting to order and Darren also voiced the prayer. AGENDA ITEM #2 No public comments were made on agenda items. AGENDA ITEM #3 Diane Stegall made the motion to approve the September 11, 2023 minutes as written. Scotty Deatherage seconded. Vote unanimous. AGENDA ITEM #4 Mayor Darren Braddy presented to the council that Resolution #01-10-23 nominating a Delta County Appraisal District Board (DCAD) member for a two-year term was at hand. Mayor Braddy stated that Amanda L'Esperance's term was up. It was the consensus of the council to appoint Scotty Deatherage for the position. Linda Barnes made the motion to approve nominating Scotty Deatherage to the DCAD board for a two-year term. David Phillips seconded. Vote unanimous. Diane Stegall made the motion to read Resolution #01-10-23. David Phillips seconded. Vote unanimous. City Attorney, Jay Garrett read resolution #01-10-23. Diane Stegall made the motion to approve Resolution #01-10-23 appointing Scotty Deatherage to a two-year term on the DCAD board. Josh Hoskison seconded. Vote unanimous. AGENDA ITEM #5 Mayor Darren Braddy presented to the council that the time change of the council meeting was at hand. Diane Stegall stated that it was difficult for her to make it by 5:00 PM. Diane suggested 5:30 would be a better option. Mayor Braddy stated that he had not received any suggestions for this change, other than a couple of people who had been present in the audience previously. The majority of the council stated that the time change did not affect them either way it was determined. City Attorney, Jay Garrett, stated that a resolution would need to be prepared. Mayor Darren Braddy stated that a resolution stating the council meeting time change could be prepared for the next meeting. AGENDA ITEM #6 Mayor Darren Braddy presented to the council documents stating how other cities handled the dilemma of vacant buildings. The council discussed criteria for forcing property owners in the downtown area to have businesses in the vacant buildings. Fees, fines and exceptions were some of the topics discussed. Mayor Braddy asked that the council look over the information that he presented and this item would be discussed at a later date. 1 AGENDA ITEM #7 Mayor Darren Braddy presented to the council that the Paris Junior College (PJC) was requesting funds, from the Frankie McKinney Arts Alliance, for a children's play to be held on October 13, 2033 in the amount of $2,000.00. Diane Stegall made the motion to approve the request from PJC, of $2,000.00, for a children's play to be held on October 13, 2023. Josh Hoskison seconded. Vote unanimous. Mayor Darren Braddy updated the council on the maintenance repairs still in process of receiving bids on the Mckinney House. AGENDA ITEM #8 Mayor Darren Braddy updated the council on city happenings. No ads had been put in the paper for the 110 S.W. 1st or 550 S.E. 5th or the code enforcer position due to the paper being out of service. Brenda Perez stated that a paper would be published this week. Mayor Braddy informed the council that all of the bids fori the street repairs were extremely high. The lowest bid was $475,000.00 and there was only $275,000.00 left from the ARPA Funds. Mayor Braddy stated that a change order could be done in lieu of rebidding. Mayor Braddy stated that it would be the discretion of the council as to which streets would be repaired and which would not get repairs at this time due to the lack of funds. AGENDA ITEM #9 Monthly budget reports were reviewed. AGENDA ITEM #10 Accounts payable were reviewed. AGENDA ITEM #11 Josh Hoskison made the motion to adjourn. David Phillips seconded. Vote unanimous.
