REVIEW OF THE JUSTICE OF THE PEACE REPORTS: The total collected by the Justice of the Peace for February was, $334.00 with $127.40 for the County. HEAR FROM SHERIFF BEN EGGLESTON: Sheriff Eggleston gave an update of activities for the month of February, which includes; 1 hit and run accident, 1 attempted suicide, 2 accidents with injury, 1 trespassing case, 1 shots fired call, 4 welfare checks, 67 cold calls,. 2 livestock calls, 1 Sheriff's sale, a couple of arrest,17 traffic stops. The Sheriff also reported that 3 deputies and the Sheriff have completed their Taser training and are certified instructors. The dispatchers will be trained so that they will be able to carry Tasers when performing Jailer duties. The evidence room is almost complete, vehicle unlocks went down, and the Sheriff's office is now CJIS compliant. REPORT FROM COUNTY JUDGE: Judge Dori Roots, informed the court that Rachel Schwerzenbach with the Wolf Creek Heritage Museum gave Commissioners Court a thank you card for the TV and Cart and the continued support to the museum. Rachel is planning to provide the Commissioners Court with updates after the museum board has their quarterly meetings. Additionally, Lynsey gave an update on the courthouse HVAC system and the proposed maintenance plan that will allow maintenance to isolate any leaks and allow maintenance to address potential issues before they become significant problems. Depository bid sheets have been mailed /emailed to four area banks. Depository bids are due to the Judges office by March 31st 2025. A location has been identified for the PRPC repeater tower off FM 1454. The AMA TechTel tower work is to begin April 14th 2025, 1 mile south of Lipscomb. Vol 15 Pg 289 Vol 15 Pg 290 CONSIDER BURN BAN: Burn ban remains in effect. UPDATE ON COUNTY ROADS: County roads were discussed. CONSIDER CONTINUATION OF CR AA ACROSS THE RAILROAD CROSSING FOR PUBLIC ACCESS: Continuation of CR AA across the railroad for public access was discussed, BNSF railroad is wanting to close the public access to CR AA at the railroad crossing. Land owner Louise Landers was present during the discussion. Mrs. Landers would like to petition the court to extend CR AA so that BNSF will not close the railroad crossing. Commissioner Cockrell will work with County Attorney Matt Bartosiewicz to get the necessary paperwork developed. MATTERS OF MUTUAL CONCERN: Juan Cantu informed the Court that the Booker School District has requested help from the county in disposing of the old recycled material from the school parking lot and put on CR H per the request of a county resident. The County will look into possibly utilizing land owners property for the removal and have the County Attorney make a hold harmless letter put together, in order to move forward with the disposal request. ENTER INTO EXECUTIVE SESSION TO CONSIDER PERSONNEL MATTERS: A. Pursuant to the authority granted under government code chapter 555.074 the Commissioners' Court will convene in closed session to discuss the above agenda item. Commissioners Court gave Judge Dori Roots authority to negotiate a medical bill on behalf of Lipscomb County. REVIEW OF PERSONNEL CHANGES: Mike Estep has resigned; Monday, March 10th 2025 is his last day employed with the County. Shanna Dillon has been promoted to full time jailer/dispatcher her salary will be $40,000.00 as a trainee, upon successful completion of her train her salary will be $42,744.00, and she will be on probation until July 31st 2025. Dena Duke and Nita Rockwell salary has been increased to $49,295.25 per year which includes their certification pay.
