CITY OF RAGER NOTICE OF A REGULAR MEETING A Regular Meeting of the Governing Body of the City of Ranger, Texas, was held on Monday, January 27, 2025 at 5:30 p.m. in City Hall, 400 West Main Street Ranger, Texas. No Council/Board discussion or action may take place on a matter until such matter has been placed on an agenda and posted in accordance with law. No citizens presented. Agenda Item 03: Discuss/Consider: Announcements from City Commission or Staff- Comments may be made by council or staff, BUT NO ACTION TAKEN on the following topics without specific notice. Those items include: Expressions of Thanks, Congratulations or Condolence; Information on Holiday schedules; Recognition of public officials, employees or citizens other than employees or officials whose status may be affected by the council through action; Reminders of community events or announcements involving an imminent threat to the public health and safety oft the people of the municipality. Commissioner McCullough expressed gratitude for the Ranger Fire Dept. Ranger Veterans support group will be in attendance at the Taylor County Expo Center on Feb 1 at noon for a celebration. Commissioner Butler expressed gratitude for City Administrator Lipsey providing educational opportunities to new commissioners. May 2025 Election packets are due Feb 14, 2025. Agenda Item 04: Discuss/Consider: approval of the city council meeting minutes for the regular meeting on December, gth 2024, December 23d, 2024, January 21st, 2025-Vance Lipsey, City Administrator. Motion made by Commissioner Calvert to approve January 21St, 2025 minutes and table the December gth and 23rd. Seconded by Commissioner McCullough Unanimously Approved Agenda Item 05: Discuss/Consider: Derek Kunze Annexation of 12.786 Acres into the City of Ranger * Agenda item moved to 5* Discussed options with Public Works Director to put in water lines and fire hydrants. Commissioner Butler suggested budget adjustments to accommodate such expenses. Kunze agreed to fund the tap. Motion made by Commissioner Calvert for Derek Kunze to bring in notarized final agreement at next regular meeting. Seconded by Commissioner Doyle Unanimously Approved Agenda Item 06: Discuss/Consider: Payable Bills City Administrator discussed potentially updating the purchasing policy on the charter in the future. Motion was made by Commissioner Butler to pay the bills. Convened by Mayor Archer at 18:02 Agenda Item 08: Discuss/Consider: Reconvene into open session to take action as determined appropriate regarding: Pursuant to Texas Government Code $ 551.074, Discussion regarding the investigation of personnel matters concerning the conduct of Commissioners. Pursuant to Texas Government Code $ 551.071, Consultation with the City Attorney regarding pending or contemplated litigation involving the City of Ranger and RAMF. Reconvened by Mayor Archer at 20:30 Commissioner Butler states investigation is complete. Motion made by Commissioner Butler to release findings of first action item with the public when available or at the next scheduled meeting. Seconded by Commissioner Doyle Commissioner Calvert Abstained Motion Passed Motion made by Commissioner Butler to schedule Special Meeting to discuss litigation of action item two, inviting RAMF to a public forum scheduled at a later date. Seconded by Commissioner Doyle Commissioner Calvert Abstained Motion Passed Agenda Item 09: Discuss Water Loss in City of Ranger Public Works Director discussed ways of discovering and recovering water loss in the city. Motion made by Commissioner Butler to obtain a valve map from an engineer or Public Works Director and City Administrator Lipsey Seconded by Commissioner Calvert Unanimously Approved Agenda Item 10: Discuss/Consider: Approving installation of new water pipes at EDC Land at Loop 254 Public Works Director discussed options and plans to install new water pipes. Council expressed concern over cost. Seconded by Commissioner Butler Unanimously Approved Agenda Item 11: Discuss/Consider: Approving installation of new water pipes near Shooters Café at Loop 254 Public Works Director presented bids regarding installation costs, including worst case scenario. Motion made by Commissioner Calvert to go with the bid for the amount of $4,349 (PWD would find materials) Seconded by Commissioner Butler Unanimously Approved Agenda Item 12: Discuss/Consider: Approving the purchase of a new 6-inch Trash Pump for Public Works Motion made by Commissioner Butler to approve the purchase of a new pump not to exceed $15,000 Seconded by Commissioner Doyle Unanimously Approved Agenda Item 13: Discuss/Consider: Status of city equipment, fleet, and buildings Commissioner Butler discussed damaged fleet and equipment and the importance of getting the City Hall roof reinspected for repair due to hail damage. Motion made by Commissioner Butler for City Administrator Lipsey to reach out to TML to get roof inspected. Seconded by Commissioner Calvert Unanimously Approved Agenda Item 14: Discuss/Consider: Approving EDC Application and Bylaws EDC updated to condense application and bylaws. Motion made by Commissioner Calvert to approve first reading of both application and bylaws to be brought back at next meeting. Motion made by Commissioner Butler to turn in 2023 Audit and RFP for grant purposes, corrections to be made later as needed. Motion made by Commissioner Calver to approve the ordinance at first reading.
