No Council/Board discussion or action may take place on a matter until such matter has been placed on an agenda and posted in accordance with law. Citizens stated that they are excited about the new direction that the City is going towards with the newly appointed officials. Agenda Item 05: Announcements from City Commission or Staff-Comments may be made by council or staff, BUT NO ACTION' TAKEN on the following topics without specific notice. Those items include: Expressions of Thanks, Congratulations or Condolence; Information on Holiday schedules; Recognition of public officials, employees or citizens other than employees or officials whose status may be affected by the council through action; Reminders of community events or announcements involving an imminent threat to the public health and safety of the people of the municipality. Agenda Item 06: Discuss/Consider: Resolution No. 2025-01-21-A - a resolution of the City of Ranger, Texas filling a vacancy on the city commission by appointment to serve for the remainder of the commissioner terms, providing findings of fact; providing severability, effective date, and open meetings clauses; and providing for related matters. Motion Made by Commissioner Calvert to appoint Jim Mccullough to place 2, Vicky Doyle to place 1, and Robert Butler to place 3. Seconded by Mayor Archer Unanimously approved Agenda Item 07: Discuss/Consider: Administer statement of elected council members; and administer Oath of Office to the newly appointed commissioners. Oath given by City Judge Tammy Archer for newly appointed positions Agenda Item 08: Discuss/Consider: Accept nominations and appoint a commissioner as Mayor Pro-Tem Motion Made by Commissioner Mccullough to appoint Commissioner Calvert as Mayor Pro Tem Seconded by Commissioner Doyle Unanimously approved Agenda Item 09: Discuss/Consider: Resolution No. 2025-01-21-B: A resolution of the City of Ranger, Texas, ordering a special and municipal election and providing election procedures for the city's general election on May 3, 2025, for the election of Mayor and two city commissioners, Place 1 and Place 3, to a term of two years; providing for Eastland County to perform election duties for the May 3, 2025 general election; and providing for related matters. Seconded by Commissioner Mccullough Unanimously approved Agenda Item 10: Discuss/Consider: Resolution 2025-01-21-C- a resolution of the City of Ranger, Texas authorizing a change on the signature cards and Account AdministratorManager at First Financial Bank Motion Made by Commissioner Calvert to approve a change in signature cards and account administrator. Seconded by Commissioner Butler Unanimously approved Agenda Item 11: Discuss/Consider: Creating an RFP for Auditing Services for fiscal years 2022-2023 and 2023-2024 Motion Made by Commissioner Butler to create an RFP for auditing for 2023-2024, stated that 2022-2023 was already completed and we needed to check to see if it was submitted to the state. Seconded by Commissioner Doyle Unanimously approved Agenda Item 12: Discuss/Consider: Derek Kunze Annexation of 12.786 Acres into the City of Ranger There were questions in regards to water pipes and who would pay as well a potenital cost sharing contract for pipes and labor. Commissioners requsted from Public Works where the closest water lines are to service the area. Commissioners requested the applicant to come back for the next meeting. Motion Made to Table by Commissioner Calvert Seconded by Commissioner Butler Unanimously approved Agenda Item 13: Discuss/Consider: Future agenda items for next regularly scheduled meeting Citizens would like to see a sign in sheet during commissioner meetings for the public, an action item to not allow commissioners as admins on city facebook page, item to lower speed limits, and the edc application and bylaws. Commissioners asked about fleet management and building roof maintance to be on a future agenda, as well as going to WTCOG for grant opportunities.
