Assistant City Manager Allison Cook announced the first item under Work Session Agenda C1 2025-059: Presentation and discussion regarding the direction and allocations of Park Bond Funds, presented by Chase Bryant Parks and Rec Director. Direction and allocation of Park bond funds as follows Parks & Recreation Office, JM Caldwell, JJ Book, and Multigen. Mayor Escobar Jr announced the Discussion and review of Agenda Items. None were discussed. Mayor Escobar Jr announced Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into Closed Session or Executive Session to discuss the following: Section 551.071, Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within this agenda, and/or the subject matter listed below: Council Liaisons 2 Agreement for the Provision of Firefighting and Fire Protection, Services with Collin County, Texas Council did not go into Executive Session. H3 2025-02-24-R01: Consider approving Resolution No. 2025-02-24-R01, a request from Curtis Klieger to remove a tract of land from the City's extraterritorial jurisdiction said property being 2.4201 acres of land situated in the Rufus Sewell Survey, Abstract No. 873, Collin County, Texas; and take appropriate action. H4 2025-02-24-R02: Consider approving Resolution No. 2025-02- 24-R02, a request from Curtis Klieger to remove a tract of land from the City's extraterritorial jurisdiction said property being 8.93 acres of land situated in the David Van Winkle Survey, Abstract No. 936, Collin County, Texas; and take appropriate action. Assistant City Manager Allison Cook announced the fourth item under Regular Agenda K4 2025-057: Discussion and reconsideration of a Moratorium Waiver Application submitted by Mr. Luis Cabrera for that certain 0.465- acre parcel of real property located at 1309 McKinney Avenue, Princeton, Texas, which Application was previously denied by the City Council on January 27, 2025; and take appropriate action. Presented by Craig Fisher, Director of Development Services. Counciimember Cristina Todd made a motion approve the Moratorium Waiver Application for the property located at 1309 McKinney Avenue with the following Limitation: the Moratorium Waiver herby granted (i) is solely for the purpose of subdividing the property as depicted and described in the Application and for no other purpose, whatsoever, without the express, written consent of the City Council; (ii) shall apply to any current and future property owners during the duration of the Moratorium, as extended; and (iii) supersedes the denial of the Application on January 27, 2025. Assistant City Manager Allison Cook announced the fifth item under Regular Agenda K5 2025-067: Discuss and consider issuing a Request for Qualifications (RFQ) for forensic auditing services; and take appropriate action. Mayor Escobar Jr requested a Drainage Study. Councilmember Cristina Todd requested a City Wide Drainage Review Committee.
