City of Midway City Council Meeting Minutes August 28, 2023 The meeting was called to order at 7:00 p.m. by Mayor Brenda Ford The Invocation was, given Councilman John Whitmire, Councilman Gus Kangos led the Pledge. Those in attendance included Mayor Brenda Ford, City Secretary Debra Newkirk, Council members John Whitmire, Rex Newkirk, Gus Kangos, Brandee Curtis and Marc Nelson. Operator Janet Boone were also in attendance. Wes Savage was unable to attend. There were no guests for the evening. At this time, Janet Boone asked to give her report as she was needed back in North Zulch. Janet reported that other than issues already addressed, she had nothing to add other than all reports were being done and that there was some new testing that was being required. Janet then left the meeting. Brandee Curtis made the motion to accept the Consent Agenda, Marc Nelson made the second and with all present being in agreement the motion carried. There were no public comments regarding items on the agenda. The following items were on the Statutory Agenda: Council was presented the first draft of the Proposed Budget for FY 23/24. The Council's attention was drawn to several changes as regards the way liabilities will be reflected in the budget. Donation Requests were presented and discussed: O The Son-Shine Center made a request of $500.00 Gus Kangos made the motion to approve a $250.00 donation; Rex Newkirk made the second and with all voting in agreement the motion to approve $250.00 donation was passed. The Midway Volunteer Fire Department made the following requests: $2,000 for utilities; $500 for the Steak Dinner; and $200 fori the Fish Fry/Crawfish Boil/Fireworks Marc Nelson made the motion to approve donations in the following amounts: Utilities $1,500; Steak Dinner $500; and Fish Fry $200 Gus Kangos made the second and with all voting in favor the motion carried. Several quotes were presented for Council consideration: From Duplichain Contractors $4,895.00 for the installation of a Rinse to the Filtration System. John Whitmire made the motion to approve the quote, Rex Newkirk made the second and with all voting in agreement, the quote was accepted. From Municipal Impact $954.00 for a website for the City. The cost oft the website is $605 for the year with a one-time set up cost of $399.00 and includes a $50.00 coupon. This cost was compared to a prior request by the Madisonville Meteor to sponsor the Community Calendar at a cost of $1,300 per year or $325.00 per quarter. Motion was made by Gus Kangos to reject the Meteor's request for sponsorship, Brandee Curtis made the second and with all being in agreement the motion to decline sponsorship passed. John Whitmire made the motion to approve the quote from Municipal Impact, Marc Nelson made the second and with all voting in agreement, the motion passed. Quotes for annual service for the billing utility had been submitted by RVS and SLAM. SLAM is owned and operated by Mike Moegelin, a former tech with RVS, who actually wrote the billing program. His quote for service for a year is $400.00; RVS is $529.00. Mike also has a proposal for $1,500 for the Lead and Copper that is being required by TCEQ and the EPA. Council wanted more information before deciding on the Lead and Copper portion ofthe quite. Gus Kangos made the motion to approve the quote for maintenance with SLAM/Mike Moegelin and John Whitmire made the second and with all voting in favor the motion passed. With the City going back out for engineering it is necessary to form another selection committee to score the submittals that the City will receive. The previous selection committee was Gus Kangos, Brandee Curtis and Rex Newkirk. Brandee Curtis, Marc Nelson and Rex Newkirk volunteered to serve and Gus Kangos made the motion to approve the committee, John Whitmire made the second and with all being in agreement the motion carried. The City had received notification from Entergy that the annual franchise fee check would be coming by mail and theyl let it be known that they preferred to deliver this check by direct deposit and theyi included a blank authorization form in their notice. Council did ask for a preference from Debra Newkirk, who stated that direct deposit is easier on everyone. Gus Kangos made the motion, John Whitmire made the second and with all voting in agreement the motion passed. Direct deposit for Entergy to deliver franchise fees will be set up and turned in quickly. At this time reports were given: Janet had already given her report. Wes Savage was not in attendance. Debra Newkirk reminded Council that: There was an informational meeting at the Kimbro Center at 6 p.m. on the 29th, This meeting is for the Fire Chiefs from Midway, Madisonville and North Zulch to present to the City Councils of Midway and Madisonville and the Commissioners Court their reasons why they feel the need for an ESD (Emergency Services District). City Hall will be closed on Monday, September 4th for Labor Day Debra respectfully requested that the office be closed on Friday, September 1st for a longer weekend. Gus Kangos made the motion to approve the closure, Brandee Curtis made the second, Rex Newkirk abstained and with all others voting in favor the motion passed.
