City of Midway City Council Meeting Minutes September 27, 2021 The meeting was called to order at 7:00 p.m. by Mayor Brenda Ford. The Invocation was given by Councilman John Whitmire, Mayor Brenda Ford led the Pledge. Those in attendance included Mayor Brenda Ford, City Secretary Debra Newkirk, Council members Angie Thornton, Rex Newkirk, Gus Kangos, John Whitmire and Steve Parrish, Water Operator Janet Boone and Wes Savage were also in attendance. The Mayor opened the Budget Workshop at 7:02 p.m. Items discussed during the workshop included: a request by the Midway Volunteer Fire Department for a line item for the Fire Department in the City's budget; the possibility of a new phone system in City Hall; and an annual subscription to DiamondMaps. Com that would allow the City to have an update map of the City's utilities including all meters, flush valves, and fire hydrants. Gus Kangos made the motion to approve the Consent Agenda, Steve Parrish made the second and with all voting in favor the motion carried. There were no public comments or guest presentations. Ordinance 2022-01, an Ordinance Adopting the Budget for FY 2021--2022, was presented to the Council. Gus Kangos made the motion to approve the ordinance and the budget, Angie Thornton made the second and with all voting in favor the motion passed. Resolution 2022-01R was presented to Council. This resolution would all for the hiring of Grant Works for the administration of the HOME Program. Steve Parrish made the motion to approve the resolution, John Whitmire made the second and with all voting in favor the motion passed. Gus Kangos made the motion to approve the annual subscription to Diamond Maps for $218.00, Steve Parrish made the second and with all voting in agreement thé motion passed. The phone system presented to Council during the budget workshop was further discussed at this time, Gus Kangos made the motion to decline the new system, John Whitmire made the second and with all being in agreement the motion was declined. Janet Boone gave the water report, stating that everything was good. Wes Savage gave the sewer report, stating that everything was working fine. Under the City Secretary's report, Debra Newkirk requested time off for Friday, October 1st. Steve Parrish made the motion to approve the time off, John Whitmire made the second, Rex Newkirk abstained from voting and with the majority in agreement, the time off was approved.
