City of Midway City Council Meeting Minutes May 22, 2023 The meeting was called to order at 7:00 p.m. by Mayor Brenda Ford The Invocation was given Councilman John Whitmire, Councilman Gus Kangos led the Pledge. Those in attendance included Mayor Brenda Ford, City Secretary Debra Newkirk, Council members John Whitmire, Rex Newkirk, Gus Kangos, Brandee Curtis and Marc Nelson. Wes Savage and Operator Janet Boone were unable to attend. There were no guests present. At this time Councilmen John Whitmire, Rex Newkirk and Gus Kangos were sworn in having been declared elected by being unopposed in the City's election. Mayor Ford did the swearing in. At this time nominations were accepted for Mayor Pro-Tem. Marc Nelson was nominated by Gus Kangos and the second quickly followed from Brandee Curtis. There were no further nominations and with all being in agreement, Marc Nelson was elected Mayor Pro-Tem. Rex Newkirk made the motion to accept the Consent Agenda, Marc Nelson made the second and with all being in favor the motion passed. There were no public comments regarding items on the agenda. The following items were on the Statutory Agenda: Ordinance No. 2023-05, Amending the 2022-2023 Budget by amending the Water Department budget, amending the City's departmental budget, amending staff duties and pay. Motion was made by Gus Kangos 2nd, was made by Brandee Curtis With all voting in favor the motion passed Ordinance No. 2023-06, Amending the fees on the water/sewer/trash bills to reflect an increase in the Administration Fee and the increase in Trash Service Motion was made by Rex Newkirk 2nd was made by John Whitmire With all voting in favor the motion passed Resolution 2023-14R, Regarding moving the CD from Normangee State Bank, depositing monies into the Bank ofMadisonville, and opening a new CD at Prosperity Bank Motion was made by Brandee Curtis 2nd was made by Rex Newkirk With all voting in favor the motion passed Resolution 2023-25R, Establishing a policy and procedure with regards to the due date for water bills, the sending of late notices/red door tags, shut offs and the time to return service. Motion was made by Rex Newkirk 2nd was made by Brandee Curtis With all voting in favor the motion passed Cyber Security Training Annual event with proof due to the State by July 15th. Proposal was made to do the training at the June City Council meeting. Motion was made by Brandee Curtis 2nd was made by Gus Kangos With all voting in favor the motion passed Economic Development Training was presented with Betty Russo Motion was made by John Whitmire 2nd was made by Rex Newkirk With all voting in agreement the motion passed AI proposal was brought before the Council regarding a website for the City Motion was made and accepted that this be tabled for another time Reports were given at this time: Janet Boone was not present but had previously stated that everything was fine on the water side. Wes Savage was not present due to the loss ofhis mom; it was requested by the family that instead of flowers, the City make a donation to Southside Church of Christ. The motion was made to send $120.00 to Southside Church of Christ by Rex Newkirk, the 2nd was made by Gus Kangos, and with all voting in favor the motion carried. Debra Newkirk gave the following report: AMPSS - Chris Benjamin had been out with COVID, was to be here in the coming week to go over the Asset Register CDBG 23/24 application has been turned in CDBG-MIT, MOD- application has been turned in LSFRF--Electrician will begin with trenching and conduit on Wednesday or Thursday of this week RIF-1St book order has been made/partnership with PVAMU for programs on Friday mornings with the kids ofMidway At this time, Gus Kangos made the motion to adjourn, John Whitmire made the 2nd and with all being in agreement the meeting adjourned at 7:50 p.m. bude ha h ohub Brenda Ford, Mayor Debra Newkik, City Secretary
