City of Midway City Council Meeting Minutes January 25, 2021 The meeting was called to order at 7:00 p.m. by Mayor Brenda Ford. Those in attendance included Mayor Brenda Ford, City Secretary Debra Newkirk, Council members Steve Parrish, Gus Kangos, Angie Thornton, John Whitmire, Water Operator Janet Boone and Wes Savage. Council member Ed Faw was out oft town and unable to attend. Guests in attendance included Madisonville Police Chief Herbert Gilbert, Madison County Sheriff Bobby Adams, Madison County Sheriff Chief Deputy Steve Jeter, and Engineer Sean Conner. Councilman Steve Parrish gave the Invocation and Council member Gus Kangos led the Pledge. Gus Kangos made the motion to approve the consent agenda, Steve Parrish made the second and with all voting in favor the motion carried. There were no public comments. Staff reports were given at this time. Janet Boone reported that there was nothing new to report on the water- -all reports were in and everything was fine; she did bring to the Council's attention that there is the possibility of an inspection on the water system with TCEQ this year and that it would more than likely be virtual. The inspections in the past have taken place later in the year, but they have begun moving them up. Wes Savage reported that everything was fine with the sewer system. Debra Newkirk reported the office would be closing early on Friday. At this time Mayor Brenda Ford recognized Chief Gilbert, Sheriff. Adams and Chief Deputy Jeter. Chief Gilbert approached the Council and mentioned that with the election of the new sheriff, he felt that it was time to review the inter- local agreement and share that this agreement was in place. In his visit with Sheriff. Adams and Chief] Deputy Jeter, they expressed some concerns with the way the agreement was set-up. The major concern expressed had to do with the City of Midway not having an agency number. This number is obtained from the Texas Commission on Law Enforcement (TCOLE) and includes a $1,000.00 non-refundable application fee. The application had been obtained and at the time, the Council had voted not to proceed with getting an agency number. The Sheriff and Chief] Deputy both expressed concern that with the car having the City of Midway Police on it, this could cause problems for the City if someone were to seriously question it. The Chief explained to the council that his officers had expressed concern with the Midway car due to it not being a "proper police car" and Chief Deputy Jeter stated that he would not allow his deputies to get in the car. All three officers stated that with the City getting their own agency number this would be further protection for the City and the officers and it would open the door for the City of Midway having its own police department. Chief Gilbert mentioned that the City of Madisonville had a Crown Victoria, a true police car, that had a new engine put in it and in taking with City Manager Camilla Viator, it might be possible for the two cities to do a straight swap- Madisonville's Crown Victoria for Midway's Buick LaCrosse. The Council stated they would let Mayor Brenda Ford work out the details with City Manager Camilla Viator. Debra Newkirk was tasked with submitting the application and the fee to TCOLE for the City of Midway to have a TCOLE Agency number. A formal motion was made by Steve Parrish, Gus Kangos made the second and with all in favor the motion carried.
