City of Midway City Council Meeting Minutes Special Called Meeting August 22, 2023 The meeting was called to order at 7:00 p.m. by Mayor Brenda Ford. The Invocation was given by Councilman John Whitmire and the Pledge was led by Councilman Gus Kangos. Those in attendance included Mayor Brenda Ford, City Secretary Debra Newkirk, Council members Rex Newkirk, John Whitmire, Marc Nelson, Brandee Curtis and Gus Kangos. Wes Savage and Janet Boone were also in attendance. The Guest for the evening was Michelle Bobo of Grant Works. The City Council was meeting in a special called meeting for the purpose of rejecting and rescinding awards previously awarded to. J.F. Fontaine & Associates. The awards were for the providing of engineering services ift the City was awarded funding for TDA's TxCDBG 23/24 and GLO's CDBG- MIT, MOD. Resolution 2023-17R was for the formal rejection and rescinding of engineering services from J.F. Fontaine & Associates, for the 2023-2024 Texas Community Development Block Grant funded and administered through the Texas Department of Agriculture. Gus Kangos made the motion, Marc Nelson made the second, and with all voting in agreement the motion carried. Rex Newkirk made the motion to approve re-issue requests for qualifications (RFQ's) for engineering services related the 2023-2024 Texas Community Development Block Grant program administered by the Texas Department of Agriculture. Resolution 2023-18R was the formal rejection and rescinding of engineering services from J.F. Fontaine & Associates for the Texas CDBG-MIT Regional Mitigation Program's Method of Distribution Development program from the Texas General Land Office. Marc Nelson made the motion, John Whitmire made the second and with all voting in favor, the motion carried. Rex Newkirk made the motion, John Whitmire made the second to approve re-issue requests for qualifications (RFQ's) for engineering services related to the Texas CDBG-MIT Regional Mitigation Program's Method of Distribution Development program from the Texas General Land Office. At 7:15 p.m. the City Council entered into an Executive Session under Texas Government Code, Chapter 551, Section 07-deliberation regarding purchase, exchange, lease or value of real property. At 7:55 p.m. the City Council entered back into Open Session. The motion before the Council at this time was the allowing of GHD to assist with some work in the well yard. Gus Kangos made the motion, John Whitmire made the second and with all voting in agreement the motion passed.
