Quorum was established and all members were present. Chair Cormack led the invocation and the pledges. 2) PUBLIC COMMENTS Public Comments are welcome. You may submit Public Comments in person, or. you may, submil to the City Secretary at cimponglherpailacger before 3:00 PM the day of the meeting. There were no Public Comments. 3) CONSENT AGENDA Consent Agenda items are considered to be routine and will be enacted by one motion. There will be no separate discussion ofthose items unless requested by a Commission member, in which event the item(s) will be removed from Consent Agenda and considered under. Simpson) b) 2024-10-MPL - Disapproval of the Mason Park Addition Minor Plat (Lots 1, 2, and 3, Block A), consisting of approximately 36.13 acres ofland, addressed as 2085 N. Hwy 183, more particularly described by Williamson County Appraisal District Parcels R032286, R348951, R485704, R620030, and R620029, and legally described as part of and out ofthe John B. Robinson Survey, Abstract No. 521, Liberty Hill Extraterritorial Jurisdiction (ETJ), Williamson County, Texas c) 2024-6-MPL - Disapproval of the Whittlesey Addition Minor Plat, consisting of approximately 9.72 acres ofland, more particularly described by Williamson Central Appraisal District Parcels R639189, R639101, and R023035 and legally described as part of and out ofthe Richard West Survey, Abstract No. 643, and the Robert Millican Survey, Abstract No. 448, Williamson County, Texas. Motion carried unanimously by vote of 4-0 Ayes: Jenkins, Cormack, Keller, Vyner, Nays: 0 Absent: Barreras 4) PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City of Liberty Hill has been asked to review and approve the following application(s), to wit: a) Request for a Zoning Map Amendment from the Agricultural Zoning District (AG) to the Medium Density Residential Zoning District (SF2) on property legally described as Lot 8, Ryan Acres Subdivision, consisting ofa approximately 1.01 acres of land, addressed as 121 Independence Drive, and more particularly described by Williamson Central Appraisal District Parcel R415133, Liberty Hill, Williamson County, Texas. (M. Hicks) a.) Introduction and staff report on proposed Ordinance. b.) Hold Public Hearing. c.) Consider recommendations. d.) Possibly take action to forward a recommendation to City Council on proposed Ordinance. Interim Director of Planning and Zoning McKenzi Hicks introduced the agenda item and presented the staff report. The presentation was in the agenda packet for the Commissioners tonight. This property was annexed with many others, involuntarily in 2015. The City staff did not go back later and place a permanent zoning designation on this property, sO it is still classified with the default zoning that all newly annexed property comes into the city with AG' Agricultural. This is not allowed in 'AG' because of setbacks. This is in conformity with the Future Land Use Map (FLUM) that has this area as Interconnected Neighborhood." Thirteen adjacent property owners were notified, and no responses were received back to the City. City staff recommends a favorable recommendation on this request to rezone to SF2, Medium density residential. Chair Cormack noted concern that this residential zoning is sO close to an area that has very recently been zoned to Industrial' but agreed that the property owners should be able to make this improvement to the property, and having an SF2 zoning designation therefore makes the most sense to 'clean up' this zoning issue. Chair Cormack Opened the Public Hearing at 6:38 PM. Chair Cormack Closed the Public Hearing at 6:38 PM with no comments. Motion carried unanimously by vote of 4-0 Ayes: Jenkins, Cormack, Keller, Vyner, Nays: 0 Absent: Barreras 5) REGULAR AGENDA a) Discussion, consideration, and possible action regarding proposing ordinance for certain regulations of'Vape Shop' stores within the City ofLiberty Hill Unified Development Code (UDC). (Vice-Chair Keller/Commisioner Vyner) The Commissioners heard discussion regarding plans to bring our original draft in front ofCity Council to bring into public hearing. Legal's main sticking points were about signage and zoning districts. Licensing is already required by the state. Keller feels strongly about the advertisingsignage, Hicks states regulating signage is difficult to enforce due to first amendment. Section 007 Hicks to focus on distances/zoning district. City can determine a protocol to bring into conformance within a certain timeframe. Keller will send her draft to Hicks and Legal, then Legal to send to City Council for public hearing. There was no formal action taken. Planning & Zoning Commission Meeting minutes Page 3 of 5 February 18, 2025 5b) Discussion, consideration and possible action for Planning & Zoning Commissioners related to making recommendations, and to formulating questions for prospective new members, as discussed at February 4, 2025, meeting. (E. Simpson) The City Secretary will discuss recent changes that City Council made to the Board and Commission appointment process with Ordinance 2025-0-002. There was a discussion regarding the pros and cons of the Commissioners forwarding recommendations on prospective new members to City Council. Motion: Commissioner Keller moved, and Commissioner Vyner seconded, to approve continuing to make applicant recommendations to City Council, continue to vet applicants, and to utilize the current additional questions. Motion carried unanimously by vote of4-0 Ayes: Jenkins, Cormack, Keller, Vyner, Nays: 0 Absent: Barreras 6) REPORTS a) Receive Projects in Motion Report. (M. Hicks) No motion. 7) PLANNING AND DEVELOPMENT DEPARTMENT COMMENTS Items for a future agenda may be identified and. scheduled. There can be no deliberation or action taken on these items.
