F INGR Ingram City Council MINUTES Monday, January 27, 2025 at 6:00 P.M. Ingram City Hall RCTIEOSN 230 Highway 39, Ingram TX 78025 Regular Council Meeting On January 27, 2025 at 6:08 p.m., Mayor Claud Jordan, Jr. called the Ingram City Council meeting to order in City Hall Chambers, 230 Highway 39. COUNCILMEMBERS PRESENT: COUNCILMEMBERIS) ABSENT: Claud B. Jordan, Jr., Mayor Ray Howard, Councilmember Rocky Hawkins, Councimember Robert Kimbrough, Councimember David Britton, Councilmember Twanda Brown, Councimember CITY STAFF: Stuart Gross, Code Enforcement Kelly Brogan, City Secretary Esperanza Torres, Finance VISITORS PRESENT: A list oft the citizen speakers present during the meeting is on file in the City Secretary's Office for the required retention period. 1. CITY EVENTS, ANNOUNCEMENTS AND PROCLAMATIONS: a) The American Red Cross in Kerr County is offering free smoke alarms and free installation for Ingram homes, mobile homes, and duplexes. The free installation will take place on Saturday, March 8th. Call 830-257-4677 to schedule an appointment. 2. VISITORS FORUM: a) Citizen Maria- Presented prior asking to be able to build 2 houses on 3rd street. She would like to know if she can have the permit. She has plans and she left them with Stuart to look at and will need them returned to her. 3. CONSENT AGENDA: a) Resolution No. 01-2025. A Resolution ordering that a General Election be held on Saturday, May 3, 2025 for the election of three aldermen; providing details relating to the holding of such election; authorizing the Mayor to enter into an agreement with the Ingram Independent School District for the holding of a joint election between the two entities; and providing other matters related to the subject. (Claud Jordan, Mayor) b) City Council meeting minutes December 16, 2024. c) City Council special-called meeting minutes January 6, 2025. CONSIDERATION AND POSSIBLE ACTION: a) Terry Rosinbaum- Bought building in 1995, and 3 different times he has cleaned the easement with his Bobcat. The neighbor behind him diverted the creek and built a retaining wall that just crashed and went into his shop. May have been because it was clogged. 40 pieces of schedule 40 pipe were back there and all but 1 got washed away. Some of them are still in the creek. He lost about $10,000 worth of stuff. He is willing to clean the culvert out for $40/hour plus chainsaw blades and gas for the chainsaw. He would wait until the weather is decent and will pile it up where the city can pick it up. The Mayor says they will send Public Works over with the chipper when it is up and running. We got 8 inches of rain in 4 hours. Mr. Rosinbaum said he had water at about 1.5 feet on the side of his shop and a riding lawn mower on the back of his property that is upside down. He also needs someone to look at the cable that is down. Mayor says we will get down there and get it cleaned out. We have a good team right now. Mr. Rosinbaum would like help to get it draining better behind him. It may have still happened, but he would like some help, if possible. b) Kelly: The deadline has passed for decision on the CDARS, SO the funds were wired back into the General Fund using the wiring instructions on file. You can reallocate it or create a new CDARS if you want. She included the TexPool account earnings in case council wanted to move the money into the TexPool account.Rocky says one of then we made about $1700 in a month on $400,000 and the other we made about $9000 in a year on $200,000. Kelly says percentages are about the same. Mayor Jordan suggests that they need to move at least $200,000 and it is suggested that it go into the TexPool. Robert Kimbrough: Motion David Britton: Aye Rocky Hawkins: Aye Twanda Brown: Aye c) Two bids- Masters gave a 5 day week of cleaning ditches for $8,000 and TNT gave a bid for West Main Street from Hwy 27 for $40,000. Mayor Jordan asked him to break it down and he got the $8,096/week, $8,900/week. He asked him to do the main roads and then go from there. Masters may be cheaper. If they do it a week at a time, then we can look and see what a week is. Masters is more open-ended. TNT has it broken down per street. We can come back and decide what to do after a week. STAFF REPORTS: Stuart- Code Enforcement- We got 2 more houses on Cooper Street that have been billed and we are watching that. Ift they don't pay, he will take care of the lein. Duplex being built at the corner of Colvin and Ingram Loop. Just a cursory look, it looks like she (Maria) has enough space to do the two, but he wants to look at it very carefully. Guys at Public Works are knocking it out. The house is almost done and should be out tomorrow. The chipper is down which is concerning because we will have a lot of trees to trim. The people working on McNeil and College are looking for a place to store their equipment at night and Ms. Holcomb agreed. The fire department declined, SO we will take her offer. 7.
