GRANBURY Minutes Granbury Regional Airport Granbury Regional Airport Terminal Advisory Board 840 Archer Court Regular Meeting Granbury, Texas December 09, 2024 8:00 a.m. The Granbury Regional Airport Advisory Board met in regular session on Monday, December 09, 2024, at 8:00 a.m. Meeting was held at the Granbury Regional Airport Terminal, 840 Archer Court, Granbury, Texas. Notice of said meeting, giving the date, place, and subject thereof, having been posted as prescribed by V.T.C.A., Government Code, Chapter 551, with the following members present: Jackie Vaughn, Chair John Roberts, Board Member Andy Rash, Board Member Larry French, Board Member Rick Huber, Board Member Ron Stowell, Board Member Pat Abell, Board Member Cody Mathis, Director of Aviation Mickie Matlock, Deputy City Secretary Absent: Lon Wimberley, Board Member Ralph Newton, Alternate 1. CALL TO ORDER This regular meeting of the Granbury Regional Airport Advisory Board was called to order at 8:00 a.m. by Chairperson Jackie Vaughn. A quorum of Board members was present. 2. CONSIDER APPROVAL OF MINUTES 2.1 Granbury Regional Advisory Board meeting minutes: September 09, 2024 John Roberts made a motion to approve the meeting minutes. Rick Huber seconded the motion. Minutes approved unanimously. GRANBURY 3. DISCUSSION 3.1 Terminal building ceiling art: Cody was invited to a Granbury Cultural Arts Commission meeting, while at the meeting he found out that the Cultural Arts Commission had been SO busy that they had not gotten around to advertising for artists for the terminal building ceiling. The Cultural Arts Commission assured Cody that they are very excited about the project and have not forgotten about it and that they would be advertising for artists soon. Meanwhile Cody has had a couple of artists come by the airport terminal building to view the ceiling and get ideas for the palette that is to be painted. 3.2 T-Hangar project status: The city has expressed interest in taking over the t-hangar project, if necessary. It is not known if the city would build all 60 t-hangars or just start out with 10-20. A possible option is - Cody was approached by a delegation of five local individuals who have expressed interest in taking over the t-hangar project. They would like to meet with the City Manager, Chris Coffman and Director of Aviation, Cody Mathis. Codyi is just waiting on the delegation to get back with him to schedule that meeting. The original plan set was shared with them. But there has not been any feedback. It is not just a matter of building t-hangars, a taxi lane connector to Juliet will need to be constructed to provide access to those hangars. All oft the elevations and dirt work have been completed for the t-hangars, it's graded, ready to poor concrete for whoever does the project. There has been no news on what has been worked out with the previous developer that had already invested money in the project. The previous contractor has been reimbursed for his permit fees. 3.3 Truck depot project status: The truck depot project was put out for bid. The city received three bids two of them were very close and one of them was very cheap. Cody reached out to a couple of airports for references where the company with the cheapest bid did work. Turns out they were not construction projects for hangars, they were refurbishing projects for hangars, sO it wasn't a situation where they poured a base or foundation and built a structure, they didn't go vertical with any oft their projects. Sometimes a reduction in price is not the best value. The best value was the middle bid, which was the second highest and that is LEVER Construction, they also offered the shortest time frame for construction of just 49 days. The cheapest bidder had a time frame of 190 days, looking at their resume and their active projects they have a lot going on at Tarleton. 3.4 Fuel farm expansion project status: Design of the fuel farm expansion is almost done. The biggest question was sighting actual location determination. Originally it was going to go adjacent to the building in line with thei truck depot, but the truck depot that Pat had specced was too small and that smaller truck depot would have accommodated the fuel farm but that's no longer viable. There has been a north side sighting and south side sighting both approaches consist of about three different designs that all allow the apron for access. Cody had them go back to the drawing board because he wants to avoid having tankers on the apron. We don't need to mix 18-wheeler tanker traffic with aircraft ground traffic. Cody asks KSA to design it where it loops and connects to Archer Court. It could also go off of the new perimeter road. The fuel farm will have a single point distribution which will allow the trucks to hook directly on it at the single point connection as opposed to the classic distribution pump. GRANBURY 3.5 Perimeter Road (EDA Grant) status: EDA grant is executed, Grant Works is the grant administrator, Westwood Engineering is the designer, and they will be responsible for putting out the bids for submittal for construction. Two phase project the grant pays for the 1st phase. So, the 1st phase is designed to provide access to all the hangar development. The second phase will connect to the other side ofthe airport. It will run down the fence and cut across off the end of Echo straight to Howard Clemmons. There has been a bid alternate in with Westwood to go ahead and design the second phase, our intent is to pick up the second phase all at the same time. During the meeting there was mention of finish time being August. The response was "can we get it done sooner" So, they are actually shooting for May, this is for phase I. 3.6 Airport fuel contract procurement status: Avfuel has been the aviation fuel supplier for the City of Granbury Regional Airport for a decade, the contract with Avfuel expires on January 1, 2025, Director of Aviation, Cody Mathis opted to put the aviation fuel supply out for bid just to see what the city might be missing out on. Happy to report that Granbury Regional Airport has attracted the attention of one of the leading aviation fuel suppliers in the United States - World Fuel Services. It is a huge deal that Granbury caught their eye. Their truck leasing program is going to cost a little more than what the city is paying Avfuel, but World Fuel trucks are technologically advanced trucks that have cloud integration and mobile point of sale. This is huge. Three years from now when the airport has all of the box hangars built and people are calling for gas and we have to tell them "Well hang on while I go back up to the FBO and charge your fuel I'II be right back" : meanwhile there are 3 or 4 other planes that have gotten in the que, its unsustainable. We will have the capability to charge fuel right there from the truck. World Fuel also offers the best contract fuel deals, for example when Black Tie Aviation gets their complete operation set up at Granbury Airport, we can have a contract fueling program with them where they get a discount, and we push more volume. Cody wrote in the RFP to World Fuel Services that we get a 5,000-gallon Jet A truck, a 3,000-gallon Jet Ai truck and a 1,000-gallon low lead truck that is what will be sitting in the new truck depot. As soon as World Fuel is notified that they have been selected as the City of Granbury Airport fuel supplier there will be a World Fuel Services temporary truck on site then design specifically what is needed. Meantime the airport will never be down. On December 17, 2024 City Council Regular Meeting there is an agenda item to Considerawarding Bid No. 24-25-01 to' World Fuel Services, Inc. as the aviation fuel supplier for Granbury Regional Airport. 3.7 AWOS project Status AWOS project all of the funding is in place, we have a grant executed with TXDOT. It is presently under sight study with KSA. In the masterplan it was proposed that it go up by the new airport terminal building. Cody doesn't see that being feasible considering all of thei infrastructure that's going to be in that area. Cody is proposing it goes towards the windsock over by the runway. The FAA has a design order that states it should exist within thet first 3,000 feet of the primary runway length wise and 500 feet width wise. Adjacent to the windsock kind of closer to the fence which works out. Because there is power there. The bid has been awarded to DBT transportation. Which is the present contractor. They were the lone bidder. Cody is waiting on KSA. As soon as he hears from KSA he will contact DBT and tell them GRANBURY 4.
