CALL TO ORDER, PLEDGE, AND INVOCATION With a quorum present, the Regular Meeting of the City of Elkhart City Council was called to order by Mayor Jennifer McCoy at 6:26 p.m. at City Hall, 110 West Parker Street, Elkhart, Texas 75839. Present: Mayor Jennifer McCoy, Mayor Pro Tem Chuck Conner, Councilmember Lucia Butler, Councilmember Daryl! Faulk, Public Works Director Eric Clark, City Secretary Ami Ashworth, Emergency Management Coordinator Randy McCoy, Public Works Director Eric Clark, John Miller, and Alan Gell Absent: Councilmember James Warren, Councilmember Raymond Dunlap. B. PUBLIC COMMENTS Charles Mcshan regarding resale property C. REGULAR AGENDA 1. Discuss and take action, if any, on appointment of Municipal Judge. Motion was made by Councilmember Faulk, seconded by Councilmember Conner to appoint Alan Gell as our Municipal Judge. 2. Discuss and take action, if any, on 2019-2020 TxCDBG Water System Improvements, KSA Project EK.053. Public Works Director Eric Clark gave an update on how the project was going. Motion was made by Mayor Pro Tem Conner, seconded by Councilmember Faulk to take no action. Upon vote, motion carried unanimously. D. PUBLIC WORKS REPORT Public Works Director gave an update. E. MAYORS REPORT Update on city events, city finances, including current bank balances. F. EMERGENCY MANAGEMENT REPORT Emergency Management Coordinator, Randy McCoy gave an update to council regarding fire suppression at El Dorado. G. CLOSED SESSION Mayor McCoy convened into Executive Session at 6:58 p.m. Pursuant to Section 551.074 and 551.072 of the Texas Government Code regarding matters of employment and high bids received for resale property. 1. Discuss the employment, evaluation, reassignment, duties, discipline, or dismissal of Bookkeeper, Brenda Starr. 2. Tract 16C, Blk 952-5, 2.18 Acres, S HWY 19, Elkhart TX 75839. 3. Tract 26, 27, Blk 953, Frost, A-25, and Tract1, Blk 952-4, Hertz, A-31, 0.86 Acres, 312 N Bridges Street, Elkhart TX 75839. 1. REÇONVENE IN REGULAR SESSION Mayor McCoy reconvened into regular Session at 7:32 p.m. 1. Discuss the employment, evaluation, reassignment, duties, discipline, or dismissal of Bookkeeper, Brenda Starr. Motion was made by Councilmember Faulk, seconded by Mayor Pro Tem Conner to hire Brenda Starr as full-time Bookkeeper/Municpat Court Clerk at the rate of $13.00/hour. Upon vote, motion carried unanimously with a vote of 3-0. 2. Tract 16C, Blk 952-5, 2.18 Acres, S HWY 19, Elkhart TX 75839. Motion was made by Mayor Pro Tem Conner, seconded by Councilmember Faulk to reject the high bids received for resale property. Upon vote, motion carried unanimously with a vote of 3-0. 3.
