CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called the meeting to order at 6:00 p.m. Present: Mayor Jennifer McCoy, Councilmember Tammy Baughman, Councilmember Randy McCoy, Councilmember Lucia Butler, Public Works Director Eric Clark, Interim City Secretary Jan Stuteville, Billing Clerk Sunshine Alcorta, Brenda Starr, Tambra Farrell, and citizens Connie Davis, Linda Chaffin. Absent: Councilmember James Warren and Mayor Pro Tem Chuck Conner. The pledge of allegiance was followed by the invocation given by Councilmember Randy McCoy. B. PUBLIC COMMENTS None C. REGULAR AGENDA Discuss, Consider, and Possibly Take Action Regarding: 1. Adopt a resolution appointing an Anderson County Appraisal district representative for 2023-2024 term. Councilmember Randy McCoy made a motion, seconded by Councilmember Tammy Baughman, to appoint Councilmember Lucia Butler as a representative for Anderson County Appraisal for the term 2023-2024. All in favor, motion carried. 2. Replacing Fire Hydrants. Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman, to replace any of the fire hydrants that need to be replaced. All in favor, motion carried. 3. Supporting a community farmers market located at livestock grounds in Elkhart. Councilmember Randy McCoy made a motion, seconded by Councilmember Lucia Butler, to table until further information received. All in favor, motion carried. 4. Hazzard Mitigation action plan. Councilmember Randy McCoy made a motion, seconded by Tammy Baughman, to turn in the list by Friday to be forwarded to Grant Works for participation in action plan. All in favor, motion carried. 5. Proclaiming May 21st through 27th Emergency Medical Service week. Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman, to Proclaim May 21st through 27th Emergency Medical Service Week. All in favor, motion carried. 6. Proclaiming May 14th through 20th National Nursing Home Week. Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman, to Proclaim May 14th through 20th National Nursing Home Week. All in favor, motion carried. D. PUBLIC WORKS REPORT. Public Works Director Eric Clark reported: 1. Construction on water line replacement scheduled for Wednesday. 2. Out trimming trees and mowing. 3. road patching. 4. Repairs at the school well from the last winter storm have been completed. 5. Pumpstation at the wastewater plant is no longer functioning, will obtain bids for repair. Holding for Judge to provide us a memorandum to help me make ordinance stronger. 3. Working with City of Palestine and County. County memorandum to sub their jail and officers to help bring police force to the city and citations will have more hold. F. MAYOR REPORT Mayor McCoy reported: 1. The clean-up went well, 5 dumpsters filled. 2. Fruit trees have been planted. 3. Rose bushes and misc. plants have been planted at the welcome sign. G. EMERGENCY MANAGEMENT REPORTS Emergency Management Randy McCoy reported: scheduled a meeting with Eagle Railcar and Invited Slocum Fire Chiefto join us to discuss future confined space rescue training. H. CLOSED SESSISION 6:44 p.m. Council convenes into Closed Session pursuant to Section 551.074 of the Texas Government Code regarding personnel matters as follows: 1. Discuss and take action if any, of employment, evaluation, reassignment, duties, discipline, or dismissal of. A. Eric Clark B. Sunshine Alcorta C. Tambara Farrell D. Brenda Starr I. RECONVENE INTO REGULAR SESSION 7:32 p.m. Council reconvened into regular session. A. Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman, to raise $1.00 an hour for receiving B License in water. All in favor, motion carried. B. Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman to accept Sunshine Alcorta resignation effective June 7, 2023. All in favor, motion carried. Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman, to take no action. All in favor, motion carried. D.
