CALL TO ORDER, PLEDGE, AND INVOCATION With a quorum present, the Special Meeting of the City of Elkhart City Council was called to order by Mayor Jennifer McCoy at 6:15 p.m. at City Hall, 110 West Parker Street, Elkhart, Texas 75839. Present: Mayor Jennifer McCoy, Councilmember Lucia Butler, Councilmember James Warren, Councilmember Daryl! Faulk, City Secretary Ami Ashworth, Emergency Management Coordinator Randy McCoy, Carmen Rickle, Absent: Mayor Pro Tem Raymond Dunlap Pledge of allegiance was followed by the invocation given by Carmen Rickle B. PUBLIC COMMENT None C, REGULAR: SESSION 1. Discuss and take action, if any, on adopting Ordinance No. 2020-0002 approving and adopting the 2020-2021 Fiscal Year Budget for the City of Elkhart. Motion was made by counciimember Conner, seconded by Counciimember Faulk, adopting Ordinance No. 2020-0002 adopting and approving the 2020-2021 Fiscal Year Budget as shown on Exhibit A to said ordinance. Discuss and take action, if any, adopting Ordinance No. 2020-0003 setting and approving tax rate of $0.294023 for the City of Elkhart for the 2020-2021 tax year. Motion was made by Councilmember Butler, seconded by Councilmember Conner, adopting the no new revenue tax rate $0.294023 per $100 of valuation for the City of Elkhart for the 2020-2021 tax year. Upon vote, motion carried 4-0. Discuss and take action, if any, Considering ratification of the property tax revenues reflected in the budget as the Fiscal Year 2020-2021 budget will require raising more tax revenue than the previous year due to property added to the City's tax roll. Motion was made by Councilmember Butler, seconded by Councilmember Faulk to ratify the property tax revenue increase due to property added to the City's tax roll as reflected in FY 2020-2021 budget. Upon vote, motion carried 4-0. 4. Discuss and take action, if any, on electing a Mayor Pro Tem to serve a term of one year in accordance with section 22.037 of the Local Government Code. Motion was made by Councilmember Faulk, seconded by Councilmember Warren to nominate Councilmember Chuck Conner as the city's Mayor Pro Tem. Upon vote, motion carried 4-0. D. ADJOURN Motion was made by Councilmember Faulk, seconded by Councilmember Conner to adjourn meeting.
