CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called the meeting to order at 6:00 p.m. Present: Mayor Jennifer McCoy, Councilmember Tammy Baughman, Councilmember Randy McCoy, Mayor Pro Tem Chuck Conner, Public Works Director Eric Clark, Billing Clerk Sunshine Alcorta, citizens Chris Bice, Connie Davis, Linda Chaffin and Rosemary Biel. Absent: Councilmember James Warren and Councilmember Lucia Butler. The pledge of allegiance was followed by the invocation given by Councilmember Randy McCoy. B. PUBLIC COMMENTS Citizen Chris Bice commented regarding the conditions of the ditches on North Hwy 287. C. REGULAR AGENDA Discuss, Consider, and Possibly Take Action Regarding: 1. Hear from Ms. Linda Chaffin concerning property questions. Councilmember Randy McCoy made a motion, seconded by Mayor Pro Tem Chuck Conner, to take no action. All in favor, motion carried. 2. Update for council regarding the Mayor's declaration of March 22, 2023, Elkhart Girls Powerlifting State Championship Day. Mayor Pro Tem Chuck Conner made a motion, seconded by Councilmember Tammy Baughman to take no action. All in favor, motion carried. D. PUBLIC WORKS REPORT. Public Works Director Eric Clark reported: 1. Contractor to start water line project April 17. 2. Road patches begin on Bridges and Bonner Ferry. 3. Still need to repair 150ft water line on Moore Street before repairing the road. 4. Songbird RV boring has been completed and waiting on testing to be fully completed. E. MUNCIPAL COURT Code Enforcement Nikki Farrell reported: None reported. F. MAYOR REPORT Mayor McCoy reported: 1. The Easter event had a great turn out, bunny pics were taken. 2. April 14th and 15th is our annual clean-up day and need to ask for water bills. 3. Community tree planting project on April 15th at the City Park. 4. The monarch plants will be planted on Saturday. Tornado warning sirens went off and all sirens worked great. H. CLOSED SESSISION 6:39 p.m. Council convenes into Closed Session pursuant to Section 551.074 of the Texas Government Code regarding personnel matters as follows: 1. Discuss and take action if any, of employment, evaluation, reassignment, duties, discipline, or dismissal of. Jace Kornegay I. RECONVENE INTO REGULAR SESSION 6:51 p.m. Council reconvened into regular session. Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman to increase Jace Kornegay a$1.00 an hour making his pay $17.00 an hour for receiving his Wastewater Class D License. All in favor, motion carried. J. COUNCIL COMMENTS None K. APPROVAL OF MINUTES Mayor Pro Tem Chuck Conner made a motion, seconded by Councilmember Tammy Baughman to approve minutes from March 6, 2023, and March 20, 2023. All in favor, motion carried. L.
