HE CITYOE ELKHART CITY OF ELKHART CITY COUNCIL REGULAR MEETING MINUTES December 4, 2023 6:00 pm City Hall A. CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called the meeting to order at 6:00 p.m. Present: Mayor Jennifer McCoy, Councilmember Lucia Butler, Councilmember Randy McCoy, Mayor Pro Tem James Warren, Councilmember Tammy Baughman, Sunshine Alcorta and Code Enforcement Tambara Farrell, Public Works Director Eric Clark, James Wiley. Absent: Councilmember Chuck Conner. The pledge of allegiance was followed by the invocation given by Councilmember Randy McCoy. B. PUBLIC COMMENTS No Public comments. REGULAR AGENDA Discuss, Consider, and Possibly Take Action Regarding: 1. Jones Road lift station. Councilmember Lucia Butler made a motion, seconded by Mayor Pro Tem James Warren to allow Public Works Director Eric Clark to contact KSA regarding consultation on Jones Road lift station. All in favor, the motion carried. 2. Approving Ordinance No. 12042023-01, Amendment to Parking Regulations. Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman to approve Ordinance No. 12042023-1, Amendment to Parking Regulations. D. PUBLIC WORKS REPORT. Public Works Director Eric Clark reported: 1. Worked a few leaks this month down Hwy 294. 2. Had some issues with booster stations. E. MUNCIPAL COURT Code Enforcement Tambra Farrell reported : 1. Truck has been in shop for 2 weeks. 2. Working on Petition. 3. Had some dog issues that were resolved. 4. Cat issues on the hill waiting on truck to be able to address the issue. F. MAYOR REPORT Mayor McCoy reported: 1. Christmas Santa picture from 2-4 on Saturday December 9, 2023. 2. BARC will also be here for adoption and for every dog adopted - will give a $25 dollar gift card to Firehouse Ice Cream and Coffee Shop. G. Sirens have been tested. 2. County has contacted me to see if we want to participate in plan for warming stations. The city does not have any designated warming station; however we can still be part of the plan. H. CLOSED SESSION The council will convene into Closed Session pursuant to Section 551.074 of the Texas Government Code regarding personnel matters as follows at 6:21 p.m. 1. Discuss and take action if any, of employment, evaluation, reassignment, duties, discipline, or dismissal of. James Wiley. I. RECONVENE INTO REGULAR SESSION Council reconvenes into Regular Session at 7:07 p.m. Discuss and take action on items discussed in Closed Session: 1. Discuss and take action if any, on items discussed in executive session. Councilmember Tammy Baughman made a motion, seconded by Councilmember Randy McCoy to raise James Wiley $1 an hour effective December 7th, 2023. All in favor, motion carried. J. COUNCIL COMMENTS NONE K. APPROVAL OF MINUTES Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman to approve minutes from November 6, 2023. All in favor, motion carried.
