CALL TO ORDER, PLEDGE, AND INVOCATION With a quorum present, the Regular Meeting of the City of Elkhart City Council was called to order by Mayor Jennifer McCoy at 6:00 p.m. at the First United Methodist Church, 202 West Parker Street, Elkhart, Texas 75839. Present: Mayor Jennifer McCoy, Councilmember Lucia Butler, Councilmember James Warren, Councilmember Chuck Conner. Public Works Director Eric Clark, Code Enforcement Officer Biff Knight, and City Secretary Ami Ashworth, Kirk Smith Absent: Mayor Pro Tem Raymond Dunlap, Councilmember Daryl! Faulk Pledge of allegiance was followed by the invocation given by Councilmember James Warren. B. PUBLIC COMMENT None C. PUBLIC WORKS DIRECTORS REPORT Public Works Director Erick Clark gave an update on completed, pending, and future projects. D. REGULAR SESSION 1. Discuss and take action, if any, on the voluntary annexation by landowner petition of the Anderson County Livestock Exchange, in the voluntary annexation by landowner petition of the Anderson County Livestock Exchange into the city limits of the City of Elkhart, Texas. Motion was made by Councilmember Butler, seconded by Councilmember Conner, to accept the voluntary annexation by landowner petition of the Anderson County Livestock Exchange, in the voluntary annexation by landowner petition of the Anderson County Livestock Exchange into the city limits of the City of Elkhart, Texas. Upon vote, the motion carried unanimously with a vote of 3-0. Discuss and take action, if any, on the adoption of Resolution NO. 2020-001, repealing the action taken by the City of Elkhart, Texas City Council on January 21, 2020 regarding the request by the property owners of the Anderson County Livestock Exchange to voluntarily annex into the corporate limits of the City of Elkhart, Texas, and receive and accept a petition for voluntary annexation by Quasar Data Center, Ltd., for the property commonly known as the Anderson County Livestock Exchange and more particularly described as: being 26.87 acres of land lying partly in the NEWTON LEWIS SURVEY, ABSTRACT NO. 482, and the RUEBEN BROWN SURVEY, ABSTRACT NO. 13, ANDERSON COUNTY, TEXAS, and being all of that Tract No. 1 called 25.486 acres save and except 1.545 acres from Gayle Zellers to R. Lowery Investments, Inc. on February 18, 2002 and recorded in Volume 1711, Page 672 of the Official Public Records of Anderson County, Texas (hereinafter shown as volume/page, OPR), and being all of that Tract No. 2 called 2.888 acres in 1711/672, OPR." Discuss and take action, if any, on updates regarding reinstituting the Elkhart Police Department. Motion was made by Councimember Butler, seconded by Councilmember Conner to take no action. ADJOURN Motion was made by Councilmember Conner, seconded by Councilmember Warren to adjourn meeting.
