CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called to order at 6:00 p.m. Present: Mayor Jennifer McCoy, Mayor Pro Term Chuck Conner, Councilmember Lucia Butler, Councilmember Tammy Baughman, Councilmember James Warren, Councilmember Karen Bridges, Interim City Secretary Jan Stuteville, Billing Clerk Sunshine Alcorta, Public Works Director Eric Clark, and Citizens Jon Wilbank, Connie Davis, Mark Davis, Tommy Farrell Pledge of allegiance was followed by the invocation given by Councilmember James Warren. B. PUBLIC COMMENTS No Public Comments C. REGULAR AGENDA 1. Discuss and take action if any, concerning Nicole Paul's request for speed bumps and or speed limits signs on Montgomery Street in City limits. Mayor Pro Tem Chuck Conner made a motion to take no action on the request for speed bumps. Councilmember James Warren second that motion. Motion Carried. 2. Discuss and take action, if any, concerning Drainage issues/plans at Reliable Storage. Mayor Pro Tem Chuck Conner made a motion to table until January 3, 2021. Councilmember James Warren second that motion. Motion carried. 3. Discuss and take action, if any, concerning Ameri-Tex Services, Inc. rate increase of $0.63 per resident and 5% on all other services. Mayor Pro Tem Chuck Conner made a motion to accept the increase and pass on to the customer. Councilmember Karen Bridges second that motion, 4 'aye' with Councilmember James Warren Nay. D. PUBLIC WORKS REPORT Infrastructure project is coming to an end, have just a few more tie ins before its completed. E. MUNICIPAL COURT NONE F. MAYOR REPORT We raised $415 at the Christmas Festival from our silent auction. We are asking KEB to promote a gun raffle to benefit the park upon vote. Working on a grant with County to supply 8 generators for our lift stations. Discussed with the Sheriff in steps to be taken to prepare for our Police Department. G. EMERGENCY MANAGEMENT REPORTS NONE H. RECONVENE INTO REGULAR SEESIONS The Council reconvened into Regular Session at 7:23 p.m., Discuss and take action, if any, on items discussed in executive session. A. Councilmember Tammy Baughman made a motion, second by Mayor Pro Tem Chuck Conner, to hire Tommy Farrell as a full-time Groundskeeper at a rate of $14.00/hour with benefits. Motion Carried. B. Councilmember Tammy Baughman made a motion, second made by Mayor Pro Tem Chuck Conner, to purchase a time clock. Motion Carried. J. COUNCIL COMMENTS NONE K. APPROVAL OF MINUTES Mayor Pro Tem Chuck Conner made a motion, second made by Councilmember James Warren to approve the minutes for November 1, 2021. Motion carried. L.
