CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called the meeting to order at 6:00 p.m. Present: Mayor Jennifer McCoy, Councilmember Lucia Butler, Mayor Pro Tem Chuck Conner, Councilmember James Warren, Public Works Director Eric Clark, Billing Clerk Sunshine Alcorta, Code Enforcement Nikki Farrell and Citizens Cynthia Havens, Sergio Castillo. Absent: Councilmember Randy McCoy and Councilmember Tammy Baughman. Pledge of allegiance was followed by the invocation given Councilmember James Warren. B. PUBLIC COMMENTS No Public comments. REGULAR AGENDA Discuss, Consider, and Possibly Take Action Regarding: 1. Mrs. Cynthia Haven, requested to discuss the expansion at Songbird RV Park. Mayor Pro Tem Chuck Conner made a motion, seconded by Lucia Butler, to table the expansion of RV Park until January 3, 2022, Council Meeting. All in favor, motion carried. 2. Adopting Ordinance 12052022, Backflow Prevention. Mayor Pro Tem Chuck Conner made a motion, seconded by Councilmember James Warren, to adopted Ordinance 12052022, Backflow Prevention. All in favor, motion carried. 3. All aspects of City Hall Security. Mayor Pro tem Chuck Conner made a motion, seconded by Councilmember James Warren, to take no action. All in favor, motion carried. D. PUBLIC WORKS REPORT. Public Works Director Eric Clark reported that contractor will schedule a time this week to come out and get a material list together to start the repair line down W 294. Fincher Road booster station has been taken offline as part of the TCEQ approved Infrastructure Project. Public works has been working on repair and patching of the roads. Anderson County Road 162 has a few mobile homes that have cross-connection of water lines. Per TCEQ and Public Utility guidelines, this against the law. Have issued a written notice giving him 10 days to rectify or will disconnect service until it is. E. MUNCIPAL COURT Code Enforcement Nikki Farrell reported that at court on Thursday, Christopher Edwards failed to appear, and a warrant will be issued. An owner on Davis Street is asking for assistance to find someone to assist with cleaning up the grass and weeds. Citation will be issued to Mr. Robertson for not complying with removal of RV. City purchased a Code Enforcement vehicle for $3500. G. EMERGENCY MANAGEMENT REPORTS None H. CLOSED SESSION 6:55 p.m. Council convened into Closed Session pursuant to Section 551.074 of the Texas Government Code regarding personnel matter as follows: 1. Discuss and take action if any, of employment, evaluation, reassignment, duties, discipline of dismissal of. A. Brenda Starr B. Sunshine Alcorta I. RECONVENE INTO REGULAR SESSION 7:08 p.m. Council reconvened into regular session. 1A. Councilmember James Warren made a motion, seconded by Mayor Pro Tem Chuck Conner to table Brenda Starr's evaluation until next meeting January 3, 2023. All in favor, motion carried. 1B. Councilmember Lucia Butler made a motion, seconded by Mayor Pro Tem Chuck Conner to raise Sunshine Alcorta $1 an hour and to change title to Assistant City Secretary. All in favor, motion carried. J. COUNCIL COMMENTS No Council comments. K. APPROVAL OF MINUTES Mayor Pro Tem Chuck Conner made a motion, seconded by Councilmember James Warren to approve minutes November 7, 2022. All in favor, motion carried. L.
