CALL TO ORDER, PLEDGE, AND INVOCATION With a quorum present, the Regular Meeting of the City of Elkhart City Council was called to order by Mayor Jennifer McCoy at 6:15 p.m. at City Hall, 110 West Parker Street, Elkhart, Texas 75839. Present: Mayor Jennifer McCoy, Mayor Pro Tem Raymond Dunlap, Councilmember Lucia Butler, Councilmember James Warren, Councilmember Daryll Faulk, Councilmember Chuck Conner, Public Works Director Eric Clark, Code Enforcement Officer Biff Knight, Billing Clerk John Miller, City Secretary Ami Ashworth, Emergency Management Coordinator Randy McCoy, Palestine Chamber of Commerce Tish Shade. Pledge of allegiance was followed by the invocation given by Councilmember Raymond Dunlap. B. PUBLIC COMMENT None C. PUBLIC WORKS DIRECTORS REPORT Public Works Director Eric Clark gave an update on completed, pending, and future projects. D. REGULAR SESSION 1. Discuss and take action, if any, to Consider and Act on the adoption of Ordinance No. 2020-0001, annexing 26.87 acres of land lying partly in the NEWTON LEWIS SURVEY, ABSTRACT NO. 482, and the RUEBEN BROWN SURVEY, ABSTRACT NO. 13, ANDERSON COUNTY, TEXAS, and being all of that Tract No. 1 called 25.486 acres save and except 1.545 acres from Gayle Zellers to R. Lowery Investments, Inc. on February 18, 2002 and recorded in Volume 1711, Page 672 of the Official Public Records of Anderson County, Texas (hereinafter shown as volume/page, OPR), and being all of that Tract No. 2 called 2.888 acres in 1711/672, OPR. Motion was made by Councilmember Butler, seconded by Councilmember Faulk to adopt Ordinance No. 2020-0001, annexing 26.87 acres of land lying partly in the NEWTON LEWIS SURVEY, ABSTRACT NO. 482, and the RUEBEN BROWN SURVEY, ABSTRACT NO. 13, ANDERSON COUNTY, TEXAS, and being all of that Tract No. 1 called 25.486 acres save and except 1.545 acres from Gayle Zellers to R. Discuss and take action, if any, approving the recommendation of the Selection Review Committee to award by resolution Traylor and Associates for administrative services for the City's 2020 TxCDBG-FAST Fund Grant Application Preparation and Project Administration. Upon vote, the motion carried 5-0. Aye: Councilmember Dunlap, Butler, Warren, Faulk, Conner Nay: None 3. Discuss and take action, if any, on purchasing a Boomaxe. Motion was made by Councilmember Butler, seconded by Councilmember Faulk to approve the purchase of a Boomaxe. Upon vote, the motion carried 5-0. 4. Discuss and take action, if any, on joining the Palestine Chamber of Commerce. Motion was made by Counciimember Butler, seconded by Councilmember Conner to join the Palestine Chamber of Commerce. Upon vote, the motion carried 5-0. E. MAYOR'S REPORT Mayor McCoy gave an update on Finances and community projects. F. EMERGENCY MANAGEMENT REPORT Emergency Management Coordinator Randy McCoy gave an update. G. CLOSED SESSION Mayor McCoy convened into closed session at 7:13 p.m. 2 CITY OF ELKHART THECITYOF CITY COUNCIL ELKHART REGULAR MEETING MEETING MINUTES Monday, August 3, 2020 6:15 pm City Hall Council convened into closed Session pursuant to Section 551.074 of the Texas Government Code to discuss the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of office personnel. H. RECONVENE INTO REGULAR SESSION Mayor McCoy reconvened into regular session at 9:03 p.m. Motion was made by Councilmember Butler, seconded by Councilmember Warren to promote John Miller to Billing Clerk position at the rate of $14.00/hour with Health Benefits. Councilmember Butler further motioned to name Kelly Knight our Special Projects Coordinator/Code Enforcement Officer, under the supervision of Public Works Director. Upon vote, the motion carried 5-0. I. COUNCIL COMMENTS J. APPROVAL OF MINUTES Minutes of July 06, 2020 Motion was made by Councilmember Conner, seconded by Councilmember Warren to accept the minutes. Upon vote, the motion carried 5-0. K. ADJOURN Motion was made by Councimember Butler, seconded by Councilmember Dunlap to adjourn meeting.
