ESITYOF CITY OF ELKHART KEKHART CITY COUNCIL REGULAR MEETING MINUTES July 3, 2023 6:00 pm City Hall A. CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called the meeting to order at 6:01 p.m. Present: Mayor Jennifer McCoy, Councilmember Tammy Baughman, Councilmember Randy Tem James Warren, Councilmember Chuck McCoy, Mayor Pro Conner, Public Works Director Eric Clark, Interim Jan Stuteville, Code Enforcement Tambra Farrell. Councilmember Lucia Butler City Secretary was absent. The pledge of allegiance was foilowed by the invocation given by Mayor Pro Tem James Warren. B. PUBLIC COMMENTS None C. REGULAR AGENDA Discuss, Consider, and Possibly Take Action Regarding: 1. Discussed bid for maintenance of ground storage tank located at School Campus (Sheridan). The Invoice received from I & STank Services, LLC was reviewed by Council. After discussion and clarification, a motion was made by Councilmember Randy McCoy to accept the Bid by & STank Services for pressure washing and painting the ground storage tank located at the School Campus (Sheridan St.) and acknowledging that Elkhart Independent School District would approve and pay for the Logo. Councilmember Tammy Baughman seconded the motion and with all councilmembers voting 'aye', the motion carried. 2. Update concerning culvert installation and road repairs. The council was informed of the completion of the installation of needed culverts in the city and some of the road repairs. Mayor Pro Tem James Warren made a motion to take no action at this time. The motion was seconded by Councilmember Chuck Conner, with all councilmembers voting 'aye' the motion carried. D. PUBLIC WORKS REPORT. Public Works Director Eric Clark reported: 1. Jones Lift station repairs had been completed. 2. The waterline repairs have been completed and turned on. E. MUNCIPAL COURT Code Enforcement Nikki Farrell reported: 1. Code Enforcement has been busy and has issued a few citations. 2. Discussed the incident in the city concerning poisoning of some dogs and shots fired. F. MAYOR REPORT Mayor McCoy had no new business to report. G. EMERGENCY MANAGEMENT REPORTS Emergency Management Randy McCoy reported: The date for the safety drill will be the 15th of July. COUNCIL COMMENTS The council had an informal discussion concerning the drainage of the concrete culvert at Hwy 287 and under Gammage. running . APPROVAL OF MINUTES Councilmember Chuck Conner made a motion, seconded by Mayor Pro Tem James Warren, to minutes from June 20, 2023. All in favor, motion carried. approve J.
