CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called the meeting to order at 6:00 p.m. Present: Mayor Jennifer McCoy, Councilmember Lucia Butler, Councilmember Tammy Baughman, Councilmember Randy McCoy, Mayor Pro Tem Chuck Conner, Councilmember James Warren, Public Works Director Eric Clark, Billing Clerk Sunshine Alcorta, Code Enforcement Nikki Farrell and Citizens Connie Davis, Cynthia Havens, Sergio Castillo, Annett Tokarczyk, Rebecca Blackmon, Steve Presley, Heath Bridges, Justin Cunningham, Fred Robinson, Steve Goforth, Christine Goforth. Pledge of allegiance was followed by the invocation given Councilmember James Warren. B. PUBLIC COMMENTS No Public comments. C. REGULAR AGENDA Discuss, Consider, and Possibly Take Action Regarding: 1. EYAA Lease agreement for year 2022-2023. Councilmember Lucia Butler made a motion, seconded by Councilmember Tammy Baughman, to move item 1 to item 3. All in favor, motion carried. 2. Mr. Fred Robertson, requested to discuss the removal of the trailer on his property. Councilmember Randy McCoy made a motion, seconded by Mayor Pro Tem Chuck Conner, to move on. All in favor, motion carried. 3. EYAA Lease agreement for year 2022-2023. Mayor Pro Tem Chuck Conner made a motion, seconded by Councilmember Randy McCoy to approve the EYAA lease agreement for year 2022-2023. All in favor, motion carried. 4. Mrs. Cynthia Haven, requested to discuss the expansion at Songbird RV Park. Councilmember James Warren made a motion, seconded by Mayor Pro Tem Chuck Conner to table the expansion of RV Park until December 5, 2022, Council Meeting. 5. Mrs. Rebecca Blackmon, requested to discuss options for providing water service on ACR 137. Councilmember Lucia Butler made a motion, seconded by Councilmember James Warren to take no action on Mrs. Blackmon request. All in favor, motion carried. 6. Mr. Steve Presley, requested to discuss expanding a water line on W. 294 to add multiple meter taps. Councilmember Lucia Butler made a motion, seconded by Councilmember James Warren to take no action. All in favor, motion carried. 7. Standard Notice of Violation forms. Mayor Pro Tem Chuck Conner made a motion, seconded by Councilmember Tammy Baughman to approve Standard Notice of Violation forms with amendments. All in favor, motion carried. D. PUBLIC WORKS REPORT. Public Works Director Eric Clark reported we received the part to repair and scheduling a licensed electrician to repair the booster pump on 294. Spoke with Scott and scheduled for him to come out the week before Thanksgiving to line out all the details on the line repair on 294 which should be completed by Christmas. E. MUNCIPAL COURT Code Enforcement Nikki Farrell reported having 2 cases for court; Mr. Miller was dismissed since he complied and cleaned up. 316 Hemby is active, however they have been cleaning up. Citations have been issued on Gammage for illegal dumping by Anderson County. They had started cleaning up and then stopped. Letters have been issued for. Junk Vehicles, RV, illegal dumping. F. MAYOR REPORT Mayor McCoy reported she has been working with the school regarding the playground. School wants to add a zig zag D shape ladder. With the money school raised and some donation from the circus we now have $4316.00 to purchase the equipment and benches. Trunk or treat went very well, we had 300 kids in costumes. We are having our Christmas Market on November 26, 2022. G. EMERGENCY MANAGEMENT REPORTS Emergency management Randy McCoy reported our early warning system was having problems. Had a license electrician come out to repair the circuit boards. Test were completed and everything is now working fine. H. COUNCIL COMMENTS No Council comments. I. APPROVAL OF MINUTES Councilmember Randy McCoy made a motion, seconded by Councilmember Tammy Baughman to approve minutes from October 3, 2022 and October 20, 2022. All in favor, motion carried. J.
