CALL TO ORDER, PLEDGE, AND INVOCATION With a quorum present, the Regular Meeting of the City of Elkhart City Council was called to order by Mayor Jennifer McCoy at 6:00 p.m. at City Hall, 110 West Parker Street, Elkhart, Texas 75839. Present: Mayor Jennifer McCoy, Mayor Pro Tem Raymond Dunlap, Councilmember Lucia Butler, Councilmember James Warren, Councilmember Daryll Faulk, Billing Clerk John Miller, Public Works Director Eric Clark, City Secretary Ami Ashworth, Emergency Management Coordinator Randy McCoy, and Alan Gell. Absent: Councilmember Chuck Conner. Pledge of allegiance was followed by the invocation given by Mayor Pro Tem Raymond Dunlap. B. PUBLIC COMMENT None C. REGULAR. AGENDA 1. Discuss and take action, if any, on proposed Annual Budget for fiscal year 2020-2021. Alan Gell presented the proposed budget for the fiscal year 2020-2021. Motion was made by Mayor Pro Tem Raymond Dunlap, seconded by Councilmember Warren to accept the proposed budget for fiscal year 2020-2021. Upon vote, the motion carried 4-0. 2. Discuss and take action, if any, on allowing the EVFD to remove the sidewalk in front of Tract 13 & 14, Blk 952-2, Joseph Hertz, A-31, 0.188 Acres, W Parker Street, Elkhart, Tx. Fire Chief Randy McCoy approached council regarding the future Elkhart Volunteer Fire Department building. Motion was made by Councilmember Butler, seconded by Councilmember Faulk to allow EVFD to remove the sidewalk in front of Tract 13 & 14, Blk 952-2, Joseph Hertz, A-31, 0.188 Acres, W Parker Street, Elkhart, Tx. Upon vote, motion carried 4-0. 3. Discuss Ordinance No. 0-10212019-2 concerning Contract Labor. Discussion was held regarding Ordinance No. 0-10212019-2. PUBLIC WORKS REPORT Public Works Director Eric Clark gave an update on completed, pending, and future projects. E. MAYORS REPORT Mayor McCoy gave an update on Finances and community projects. F. EMERGENCY MANAGEMENT REPORT Emergency Management Coordinator informed council on modifications that will be taking place at the El Dorado Plant. G. COUNCIL COMMENTS None H. APPROVAL OF MINUTES 1. Minutes of August 03, 2020 2. Minutes of August 24, 2020 Motion was made by Councilmember Butler, seconded by Councilmember Faulk to approve the minutes with changes. Upon vote, motion carried 4-0. I. ADJOURN Motion was made by Councilmember Faulk, seconded by Councilmember Warren to adjourn meeting.
