CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called the meeting to order at 6:05 p.m. Municipal Judge Alan Gell gave the invocation following the pledge. Present at the meeting were: Mayor Jennifer McCoy, Mayor Pro Tem Chuck Conner, Councimembers-Karen Bridges, Lucia Butler, Tammy Baughman, Interim City Secretary Jan Stuteville, Municipal Judge Alan Gell. Councilmember James Warren was absent. B. PUBLIC COMMENTS No citizens were present C. REGULAR AGENDA 1. Discuss and take action, if any, on adopting ordinance 09202021-1 concerning annual budget for the Fiscal Year October 1, 2021-September 30, 2022. Mayor Pro Tem Chuck Conner made a motion to adopt Ordinance 09202021-1 Annual Budget for the Fiscal Year October 1, 2021-September 30, 2022. Councilmember Tammy Baughman seconded the motion. With all voting 'aye', * the motion carried. 2. Discuss and take action, if any, on adopting ordinance 09202021-2 concerning Tax Rate of 0.294023 O(Adjusted no-new-revenue tax rate). Councilmember Tammy Baughman made a motion to table the Ordinance 09202021-1, Tax Rate, until the September 28, 2021 meeting at 5:00 p.m. Mayor Pro Tem Chuck Conner seconded the motion. With all voting 'aye', * the motion carried. 3. Discuss and take action if any, on Holiday schedule for year 2022 Councilmember Lucia Butler made a motion to approve the Holiday Schedule for the year 2022 as presented. Counilmember Tammy Baughman seconded the motion. With all voting 'aye', the motion carried. 4. Discuss and take action, if any, on buying a saw blade attachment for the side mower, Boomaxe. Councilmember Lucia Butler made a motion to allow Public Works Director Eric Clark to purchase a saw blade attachment for the side mower, up to $10,000.00. Mayor Pro Tem Chuck Conner seconded the motion. With all voting 'aye', the motion carried. 5. Discuss and take action, if any, on Ordinance 02192019-1 Mandatory connection to City Sewer (which was tabled on 2-4-19, to be brought back to council on 2-19-19 and tabled until 3-18-19). This Ordinance was not brought back for approval on 3-18-19. Councilmember Tammy Baughman made a motion to approve Ordinance 02102019-1, Mandatory Connection to City Sewer. The motion was seconded by Mayor Pro Tem Chuck Conner. With all voting 'aye',t the motion carried. 6. Discuss and take action if any on purchasing a plaque for Kenneth White retirement. Mayor Pro Tem Chuck Conner made a motion to allow Staff (to include Public Works and Administration) to purchase a Plaque in Memorandum of Employee Kenneth White. PUBLIC WORKS REPORT Public Works Director Eric Clark reported approximately 100 new meters had been installed and training would be held on September 21, 2021. After the training, remaining meters would be installed. There were leaks that were repaired and services were established at a Vacant house for the owner. E. MUNICIPAL COURT/BUDGET REPORT Court preparation was continuing with citations, etc. on hand. Working on minimum and maximum fines, in conjunction with Ordinances. Municipal Judge Alan Gell indicated he would like to attend a New Judges Seminar for judges who were non attorneys. F. MAYORS REPORT Playground is almost complete, with the fence around the playground almost finished. CBTx had made a $750.00 donation to the park. The 12 acres adjacent to the City Park is now the City of Elkhart's Property. G. EMERGENCY MANAGEMENT REPORT No updates. H. CLOSED SESSION Council convened into Closed Session pursuant to Section 551.074 of the Texas Government Code regarding personnel matters as follows at 6:32 p.m. 1. Discuss and take action if any, of employment, evaluation, reassignment, duties, discipline, or dismissal of: A. Position File Clerk -Tiffany McClendon B. All Public Work employee's C. Discuss job duties of City Secretary I. RECONVENE INTO REGULAR SESSION The council reconvened into Regular Session at A. Discuss and take action, if any, on items discussed in executive session at 7:33 p.m. A. Mayor Pro Tem Chuck Conner made a motion to reduce File Clerk position to Monday through Friday, 4 hours a day after counseling. The motion was seconded by Councilmember Lucia Butler. With all voting 'aye' the motion carried. B. Councilmember Tammy Baughman made a motion to increase all Public Works Employees wages as follows: Antonio Chimney $14.00 an Hour Eric Clark $78,000.00 salary Tommy Ferrell $14.00 an Hour Jace Kornegay $14.00 an Hour Stanley Stewart $15.00 an Hour James Wiley $22.00 an Hour Mayor Pro Tem Chuck Conner seconded the motion. With all voting 'aye', 9 the motion carried. C. Councilmember Lucia Butler made a motion that the City Secretary job description would include all financial responsibilities.
