Introduction and Public Hearing of Ordinance No. 2302 An Ordinance oft the City Council of the City of Dorchester, Texas, repealing Ordinance No. 0301, and establishing new Subdivision regulations within the City of Dorchester, Texas in accordance with Chapter 212 oft the Texas Local Government Code and other applicable law; extending regulations to the Extraterritorial Jurisdiction of the City; defining terms; providing a penalty clause setting a maximum fine of $500, savings/repealing clause, severability clause and an effective date; and providing for the publication of the caption hereof. 2. Introduction and Public Hearing of Ordinance No. 2303 An Ordinance ofthe City Council of the City ofDorchester, Texas, adopting a design standards and specifications manual; providing for the orderly, safe, healthy and uniform development ofthe area within the corporate city limits and within the Extraterritorial Jurisdiction ofthe City; prescribing minimum requirements for streets, parking lots, sidewalks, drainage, water and wastewater systems; providing a penalty clause with a maximum fine of $2000, savings/repealing clause, severability clause and an effective date; and providing for the publication oft the caption hereof. NEW BUSINESS 1. Vince Haggard has moved out ofCity of Dorchester city limits and is no longer eligible to serve on Council. City now has one vacant seat on Council. 2. Meeting is open to customers wanting to discuss the Customer Confidence Report (CCR) 2022 Annual Drinking Water Quality Report 3. Schalk & Smith will present 2022 audit for approval 4. Consider/Discuss/Act on approving 2022 audit. 5. Betty Sue Scott requested to put on agenda to discuss new well construction 6. Consider and Discuss 2023-2024 Budget 7. Consider/Discuss/Act on the City sponsoring Dorchester Community Fall Social - 11th year first Saturday in October 8. Consider/Discuss/Act on bids for Employee Health Insurance policies, TML has announced an approximate 27% increase on premiums(and a degrade in policy from out of pocket limit from $2,000 to $3,000) and also gave another recommendation to check for renewals. Our renewal is 1/1/2024. 9. Consider/Diseuss/Act on a Resolution for and an Investment Policy. 10. Consider/DISCUSS/ACt on allowing Primrose Lane development to continue with County approval for first phase of 8 homes. Conditional on Drainage Study showing where retention would need to be placed for whole development(city), proper water line and fire plug installation(city), and streets installed as required by city/ county. 11. ConsiderDiscuss/Act on Amendment for Bureau Veritas professional services agreement to include and provide inspection services for Public Works Services. 12. Discuss Sherman water contract. D.
