CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT With a quorum of the Alton City Commission present, Mayor Salvador Vela called the meeting to order at 7:30 p.m. II. INVOCATION AND PLEDGE OF ALLEGIANCE TO THE U.S. FLAG Mayor Salvador Vela led the group in prayer. Commissioner Ricardo Garza led in the Pledge of Allegiance. III. CERTIFICATION OF POSTING IV. PUBLIC COMMENT Dariana Cantu, representative for the Clinica Del Valle stated that she is part of the Outreach and Enrollment Department, assisting clients with marketplace insurance, county indigent programs, SNAP, Medicaid, CHIP, TANF, and Medicare. The clinic also offers nutrition programs, laboratory services, outreach, and social services. Cynthia Pacheco,with the office of Representative Sergio Mufoz Jr., shared a friendly reminder that the 89th Legislative Session has begun. Representative Mufoz serves on the Ways & Means Committee and the Agriculture & Livestock Committee She encouraged everyone to contact the District Office for any assistance or needs. Alton City Commission Minutes Regular Meeting February 25, 2025 V. CONSENT AGENDA 1. Approve the minutes of the City Commission Meeting of February 11, 2025. Motion to approve the minutes was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. VI. NEW BUSINESS 1. Discuss and consider approving the Investment Report of the 4th quarter of 2024 for all City's funds and Bank of Oklahoma Financial (BOKF) Escrow accounts, in accordance with the Public Funds Investment Act. Jeff Underwood, City Manager, stated that this report reflects the fourth quarter ending in December. There was a decrease in the overall balance, primarily due to the capital construction fund for utility improvements and the widening of 5 Mile Line Road. These funds are allocated to ongoing infrastructure projects, which are beneficial to the City and will be reinvested into future projects. Staff recommends approval. Discuss and consider approval of Resolution 2025-12, authorizing an agreement with Texas Department of Transportation for closure of E. Main Ave. (F.M. 676) from Alton Blvd. to Bryan Rd. to hold the Pavo Real 5K Trail Run/Walk on Saturday, April 5, 2025 from 6:00 a.m. to 12:00 p.m. Jeff Underwood, City Manager, stated that TXDOT requires the approval ofResolution 2025-12 to authorize the temporary closure of E. Main Avenue (5 Mile Line) from Alton Boulevard to Bryan Road. This closure will be part of the race course for the Pavo Real 5K Trail Run/Walk, with the remaining portion of the race taking place inside Josefa Garcia Park. Staff recommends approval. Discuss and consider approval of Resolution 2025-13, granting authority to apply for the FY2026 Operation Lone Star Grant Program and naming the Chief of Police as the authorized official. Lt. Ruben Lozano stated that the Operation Lone Star Grant is an annual grant from the Governor's Office aimed at reducing border-related criminal activity in Texas and enhancing the effectiveness of Operation Lone Star to keep communities safe. If approved by the City plans to apply for several portable radios to replace outdated Motorola radios, along with overtime funding for officers. The grant would cover the full amount of $76,397.50 at no cost to the City, with the funding period running from September 1, 2025, to August 31, 2026. Staff recommends approval. Discuss and consider approval of a memorandum of understanding between the Texas Department of Public Safety and the Alton Police Department regarding TCIC stolen license plate and TCIC stolen vehicle information. Lt. Ruben Lozano stated that this Memorandum of Understanding with the Texas Department of Public Safety (DPS) is required to utilize the Automated License Plate Recognition (ALPR) system. The City currently has 14 patrol units equipped with ALPR dash cameras for the past year. The City is in the process of acquiring two standalone ALPR trailers through the Operation Stonegarden grant, which is applied for annually. The memorandum with DPS is necessary to obtain and deploy the trailers throughout the city. Staff recommends approval. Discuss and consider approving Certification of Unopposed Candidates for the May 3, 2025 General Election. Janie Flores, City Secretary, stated that the final filing deadline for the City's General Election was February 14, 2025. She is pleased to announce that the candidates for City Commissioner Member Place 2, City Commissioner Member Place 3, and City Commissioner Member Place 4 were unopposed. This agenda item is to certify the unopposed candidates for the May 3, 2025, General Election. Staff recommends approval. . Discuss and consider approving Ordinance 2025-04, authorizing the cancellation of the May 3, 2025, General Election and declaring the unopposed candidates for City Commission Member Place 2, City Commission Member Place 3 and City Commission Member Place 4 as elected. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr., and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 7. Discuss and consider approving a request from Hidalgo County Elections Department to utilize a city facility for the 2025 Election Cycle. Janie Flores, City Secretary, stated that this request pertains to the 2025 Election Cycle, encompassing the primary and general elections. No local entity elections will be held if our entity is not on the ballot. The County is requesting to use the Recreation Center as a polling site for early voting, Election Day voting, and any potential runoff elections. Staff recommends approval. Jeff Underwood, City Manager, stated that this annual agreement allows the City to partner with Hidalgo County for roadway improvement projects. The county provides equipment and labor, while the City supplies materials and reimburses the county for their time. This partnership provides significant cost savings, supports the City's pavement crew, and allows for mutual equipment lending during emergencies. Staff recommends approval. Discuss and consider amending the City of Alton Athletic Field Policy. JeffUnderwood, City Manager, stated that this policy was adopted a year ago and staff recommends for the current two-hour minimum rental requirement to be revised to allow a more flexible one-hour minimum, providing renters with options based on their needs. Discuss and consider the approval of Ordinance 2025-05, amending Ordinance 2024-13, related to various fees and building codes, waiving second and third reading. Jeff Underwood, City Manager, stated that it is amendment was for the proposed changes and updated fees. The amended ordinance will incorporate the adoption of the 2020 National Electrical Code edition, replacing the previously used 2017 edition. This update is essential for compliance.
