Proofofp posting ofr notice in accordance with the provisions of Title 5. Chapter 551. Govemnment Code (Vernon's Texas Codes Ann. 1994)a as amended. known as the Texas Opcn Meetings Act. Judge Elliott asked for proof of posting and the same was affirmed by Blizabeth Perez, County Clerk, on the north and south door and the bulletin board on the second floor. 2. Public comments. No comments. 3. Elected official reports. Judge Elliott stated there was a BOOT II meeting. He said that they are working with Nextlink to get the areas covered that do not have coverage. Judge Elliott also stated that Sheriff Campbell in working on doing a study to figure out how many jailers are needed at the jail. 4, Discussion and/or action conceming American Rescue Plan. Nothing at this time. 5. Discussion and/or action conceming ESD #3 amended 2025 budget and 2024 audit. Commissioner Willberg made a motion to accept ESD #3 amended 2025 budget and 2024 audit. Commissioner Wuebker seconded; motion carried. 6. Discussion and/or action concerning copier lease agreement for District Clerk's office. Commissioner Green made a motion to approve the copier lease agreement for District Clerk's office. Commissioner. Albright seconded; motion carried. 7. Discussion and/or action concerning ARTS annual renewal through Texas Association of Counties. Commissioner Green made a motion to approve the ARTS annual renewal through Texas Association of Counties. Commissioner Albright seconded; motion carried. 8. Discussion and/or action concerning going out for RFP for Falls on the Brazos Park management. Commissioner Wuebker made a motion to go out for proposals for Falls on the Brazos Park management. Commissioner Green seconded; motion carried. 9. Discussion and/or action concerning quotes on sound system for District Courtroom. Commissioner Green made a motion to approve the quote for the District Courtroom. Commissioner Willberg seconded; motion carried. 10. Discussion and/or action concerning Resolution Approving Appointment to the Board of Directors of the Heart of Texas Housing Finance Housing Cooperation. Commissioner Green made a motion to approve the resolution Approving Appointment to the Board of Directors of the Heart of Texas Housing Finance Housing Cooperation, Commissioner Wuebker seconded; motion carried. 11. Discussion and/or action concerning vending machines at the courthouse. Commissioner Albright made a motion to approve the vending machine permit. Commissioner Green seconded; motion carried. 12. Discussion and/or action concerning ATLIS FY 2025 IGT (indigent health care) payment in the amount of $45,010.00. Commissioner. Albright made a motion to approve the ATLIS FY 2025 IGT payment in the amount of $45,010.00. Commissioner Green seconded; motion carried. 13. Discussion and/or action concerning approving county official's bond. Commissioner, Albright made a motion to approve the county official's bonds. Commissioner Willberg seconded; motion carried. 14. Discussion and/or action concerning Bell Milam Falls WSC CR 385 road borc. Commissioner Willberg made a motion to approve the Bell Milam Falls WSC CR 385 road bore, Commissioner Green seconded; motion carried. 15. Discussion and/or action concerning ESD #3 resignations and recommended appointments. Commissioner Willberg stated that there are two people that resigned in ESD #3. He also recommended that Scott Hoelscher be appointed. Commissioner Willberg made a motion to appoint Scott Hoelscher for ESD #3. Commissioner Wuebker seconded; motion carried. 16. Discussion and/or actions concerning copier lease agreement for County Clerk's office. Commissioner Albright made a motion to approve the copier lease agreement for the County Clerk's office. Commissioner Green seconded; motion carried. 17. Discussion and/or action concerning approval of compensatory time payout for two (2)jail employees. Commissioner Green made a motion to approve the payout of compensatory time for two jail employces. Commissioner. Albright seconded; motion carried. 18. Discussion and or Action regarding entering into an Agreement with The Texas Department of Family and Protective Services to establish and maintain a Child Welfare Board as described and authorized under TFC$264.005 and the appointment of the initial members of said Board ands set their respective initial term length. Commissioner Albright made a motion to approve the agreement with The Texas Department of Family and Protective Services and the initial members oft the board. Commissioner Green seconded; motion carried. 19. Discussion and/or action concering county auction. Jeff Jackson, Road and Bridge Administrator, is going to get dates and more information and bring back to court. 20. Discussion and/or action concerning approval OfBT Yixon Solar. LLC project Road Use Agreement to prevent degradation of county-maintained roads. Have not received the road use agreement. 21. Review and discussion of Road and Bridge precinct work reports. including Administrator' 's progress report. Jeff. Jackson, Road and Bridge Administrator, stated that he is still waiting to hear from Bahia. Jeff also stated that lease blades were turned in on Friday. Jeff said that they got one blade back, are supposed to get two today and the other this week. Yoder is going to start the bridge on CR 257 at the beginning ofMarch and the bridge on CR 368 will follow. The foreman for Pet. 3 and 4 has retired. 22. Discussion and/or action conceming the approving ofpayment of bills. including reimbursements late charges. the transfer of cash or funds from any line item or departments to another. book transfers and any budget amendments: including but not limited to discussion and action concerning department or non-departmental items with line items that go past their budgeted amounts. Commissioner Albright made a motion to pay all bills and payroll. Commissioner Green seconded; motion carried. 23. Approval ofminutes of prior mcetings of Commissioner's Court. Commissioner Wuebker made a motion to approve the minutes ofthe previous meeting. Commissioner Willberg seconded; motion carried. 24. Adjoumment.
