IN THE COMMISSIONERS COURT OF FALLS COUNTY THE STATE OF TEXAS TO ALL INTERESTED PARTIES COUNTY OF FALLS COMMISSIONERIS COURT MINUTES FOR MARCH 25, 2024 1. Proof of posting ofr notice in accordance with the provisions of Title 5. Chapter 551, Govemment Code (Vernon's Texas Codes Ann. 1994) as amended, known as the Texas Open Meetings Act. Judge Elliott asked for proof of posting and the same was affirmed by Elizabeth Perez, on the North and South door and the bulletin board. Commissioner County Clerk, Wuebker was not present for the mecting. 2. Public comments. Wally Burns stated that he would like to see an option to donate his check he received from with the election to an organization within the county. Sheryl Pringle, County Treasurer, stated that he helping can check to her oflice and state which organization he would like to donate to. bring his 3. Elected official reports. No elected official reports. 4. Discussion and/or action concerning American Rescue Plan. Jerri Gauntt, Grant Manager, gave an RFP template for reference, because in the next month an RFP contract, for construction on the bridges, will need to be put out for the Road and Bridge Department for the work that is being done only for ARPA (American Rescuc Plan Act). It needs to be a 2-year contract for a specific amount and not to exceed an amount. Jim Hanks, our engineer, has a not to exceed contract and he has not come close to billing for that amount. We need to get with Jim Hanks and get a better estimate on the bridges, so Jerri, Grant Manager, and Georgie Patterson, County Auditor, can obligate the funds for other things in the county. Jerri Gauntt also discussed the non-profit organizations. There are several that are not in compliance. They have not submitted their documentation so they can be reimbursed. Jerri said that we need to send out notices the end of April and have everything in compliance by the end of July, or they will lose their funds. by 5. Discussion and/or action conceming air conditioner repair. Commissioner Green made a motion to approve Zip Air for the air conditioner repair at the courthouse. Commissioner Willberg seconded; motion carried. 6. Discussion and/or action concerning Sheriff's office racial profiling report. Commissioner Willberg made a motion to accept the Sheriff S office racial profiling report. Commissioner Albright seconded; motion carried. 7. Discussion and/or action concerning Falls County Child Protective Services board members. Sharon Scott, Chief Deputy for County Clerk, stated the Falls County Child Protective Services board members. She recommended that Elizabeth Perez, Vanessa Dodd, Rita Dorsey, and needs to serve on the Falls County Child Protective Services board. Kelly Szelestey be appointed Commissioner Green made a motion to aƧcept the names Sharon Scott recommended. Commissioner seconded; motion carried. Albright 8. Discussion and/or action conceming WW Il memorial concrete work. Commissioner Green made a motion to approve the new total of$13,000 from Sanchez Commissioner Albright seconded; motion carried. Driveways. 9. Discussion and/or action conceming electricity contract. Falls County is currently using P3 for electricity with a contract that expires January 2026. Mantis Innovation presented a proposal for clectricity, where we could lock in the rate now for a contract to after our current contract expires. begin Commissioner Green made a motion to approve Mantis Innovation and allow Judge Elliott to work out the numbers and bring back to court if something changes. Commissioner Albright seconded; motion carried. 10. Discussion and/or action concerning Falls County water guide. Jackson Mountain gave a presentation on creating a Water Guide to help the county with water Falls County could benefit by being able to apply for grants. After a discussion, Commissioner Green supply. made a motion to approve going forward with the application. Commissioner Albright seconded; motion carried with Commissioner Willberg being opposed. I. Jackson was not present for the meeting. so Judge Elliott gave the Road and Bridge Report. 12. Discussion and/or action concerning the approving ofpayment of bills. including reimbursements. late the transfer of cash or funds from any line item or departments to another. book transfers and any budget charges. amendments: including but not limited to discussion and action conceming department or non-departmental items with line items that go past their budgeted amounts. Commissioner Albright made a motion to approve the payment of all bills, budget amendments, and Commissioner Green seconded; motion carried. payroll. 13. Approval of minutes ofp prior meetings ofCommissioner'st Court. Commissioner Willberg made a motion to approve the minutes of prior meetings. Commissioner Green seconded; motion carried. 14.
