IN THE COMMISSIONERS COURT OF FALLS COUNTY THE STATE OF TEXAS TO ALL INTERESTED PARTIES COUNTY OF FALLS COMMISSIONER'S COURT MINUTES FOR JUNE 10, 2024 1. Proof of posting of notice in accordance with the provisions of Title 5, Chapter 551, Government Code (Vernon's Texas Codes Ann. 1994) as amended, known as the Texas Open Meetings Act. Deputy Clerk Sharon Scott verified that the agenda had been placed on the north and south doors of the Courthouse, as well as on the bulletin board on the second floor of the Courthouse. 2. Public comments. Someone asked if the contract for the electrical work at the Falls on the Brazos had been selected, Commissioner Albright stated that it would be presented for bids before any decisions could be made. 3. Elected official reports. No reports. 4. Discussion and/or action concerning American Rescue Plan. Georgie Patterson, County Auditor, noted that she still had a couple ofinvoices to pay, but that most had been done. 5. Discussion and/or action concerning the TAC HEBP Plan Year 2025 Renewal. There were no changes in the renewal, except the raise in premiums, Commissioner Green moved to approve the 2025 Renewal; Commissioner Wuebker seconded. Motion carried with no dissension. 6. Discussion and/or action concerning CHIRP SFY25 IGT (indigent health care) payment in the amount of $68,973.25, Following a brief discussion that this is the payment that is made cach year, Commissioner Wuebker moved to approve the payment for indigent health care: Commissioner Green seconded. Motion carried. 7. Discussion and/or action concerning ratification of oil, gas and mineral lease. A brief discussion was held regarding the fact that this property is in both Archer and Wise counties. Wise County has the least amount of acreage (approximately 60) and this lease is for the Wise County portion. Commissioner Wuebker moved to approve the lease. Commissioner Green seconded the motion. Motion carried unanimously, 8. Discussion and/or action conceming indigent cremation. The indigent cremation is being done by Adams Funeral Home Commissioner Green moved to approve the payment for this cremation. Commissioner Wuebker seconded. Motion carried. 9. Discussion and or action conceming Recreation Grant Agreement, Boating Access Ramp, Falls on the Brazos Park, and Certification Regarding Lobbying. Commissioner Wuebker noted that this agreement is for the boat ramp only - not for any of the rest oft the restrooms. park or Commissioner Wuebker moyed to approve the agreement and certification regarding lobbying. Commissioner Green seconded. Motion carried. 10, Discussion and/or action conceming Heart ofTexas Finance Corporation Board of Directors. Because the Commissioners were waiting for more information, this item was tabled until the next meeting. 11. Discussion and/or action concerning payout of compensatory time for three (3) Road & Bridge employees. County Auditor noted that per our handbook, once an employee reaches 80 hours of overtime, that are to receive financial compensation. Commissioner Green moved to approve the payments for the employees discussed. Commissioner Wuebker seconded. Motion carried. 12. Discussion and/or action concering donation of gravel for CR 431. Levi Water Systems is ready to begin drilling. They will provide materials and the hauling from CR 429 to the drilling location, since it is currently a mud road. They are requesting for Road and Bridge to spread it on the road. Commissioner Wuebker moved to approve the donation and for Road and Bridge to spread the gravel. Commissioner Green seconded. Motion carried. 13. Discussion and/or action concerning going out for bids for Gasoline, Diesel Fuel, and Motor Oil; Scalping, White Rock, and Fine and/or product no. 2 screenings for road base; Road Oil, Asphalt, & Emulsion: Transporting and Delivery of Road Materials; Bridge Materials/Treated Lumber; Bridge Materials/New or Used Steel or Iron; replacing 20, 40, and 60 foot bridges; and Culverts. Commissioner Green moved to go out for bids following the guidelines. Commissioner Wuebker seconded. Motion carried. 14. Review and discussion of Road and Bridge precinct work reports, including Administrator's progress report. Jeff Jackson stated that he had hired two new employees, so all positions are currently filled Two employces are no longer on restricted work schedules. He noted that he is looking for a grinding head that will cost about $24,000. He would like to purchase a skid stcer, which would cost in the vicinity of $60,000 and a boom. The total would be about $91,000. The demonstration has been rescheduled for the boom cutter. The commissioners advised Jeff to talk to Georgie about moving money around. There is approximately $50,000 in the budget for new equipment. Commissioner Green moved to approve the purchases contingent if the law permits the purchases without going out for bids. Commissioner Wuebker seconded. Motion carried. Jeff also requested that his department be permitted to help Lott on Saturday. They are in need of assistance with all of the downed trees. Commissioner Green thanked the Road and Bridge Department, Forests Service, and Jeff Watkins for all oftheir hard work in Precinct 2. Commissioner Green moved to permit Road and Bridge Department assist Lott on Saturday. Commissioner Wuebker seconded. Motion carried. 15. Discussion and/or action concerning the approving of payment of bills, including reimbursements, late charges, the transfer of cash or funds firom any line item or departments to another, book transfers and any budget amendments: including but not limited to discussion and action concerning department or non-departmental items with line items that go past their budgeted amounts. Commissioner Wuebker asked about FBP on page 6. Ms. Patterson looked up the detailed information that it was for the Falls on the Brazos Park for adaptor hoses, tape, and supplies, and that Miguel had picked it up. Commissioner Wuebker moved to approve the payments. Commissioner Green seconded. Motion carried. 16. Approval of minutes of prior meetings of Commissioner's Court.
