IN THE COMMISSIONERS COURT OF FALLS COUNTY THE STATE OF TEXAS TO ALL INTERESTED PARTIES COUNTY OF FALLS COMMISSIONER'S COURT MINUTES FOR JULY 22. 2024 1. Proof of posting ofr notice in accordance with the provisions ofTitle 5, Chapter 551, Government Code (Vemon's Texas Codes Ann. 1994) as amended, known as the Texas Open Meetings Act. Judge Elliott requested proof of posting of notice. Sharon Scott responded that the Agenda had been posted on both the north and south doors of the Courthouse, as well as the second floor bulletin board. 2. Public comments. Phillip Ballman informed the Court that the roads leading to Trinity Lutheran Church - county roads 119 and 143 have become very bad, and that it has become a serious issue for the parents of the 46 children who currently attend their daycare. County road 119 provides the most direct access to the church from Highway 6, and he noted that he would appreciate it ift they could at least work on 119. He realized that we have many roads that are in need of repair, but there is a real need to have better conditions for access to the church. Mr. Ballman also brought a petition signed by approximately 85 people, that he presented to the Court. 3. Elected official reports. Nita Wuebker mentioned that TAC has a one-day training in Belton on August 1. She also noted that another solar company wants to discuss locating in the county, but it would not be building till August of 25 or 26. Jason Willberg said that he had talked to Dennis about the Hwy 77 Bridge. He also stated that he will be meet with Bahia Pipeline, and wanted to verify that it would be okay to tell them that it will require a million-dollar bond. Judge Elliott told the Court that he would be in Austin on August 1. 4. Discussion and/or action concerning American Rescue Plan. The County Auditor, Georgie Patterson, told the commissioners that only one entity had something still to turn in. The others had been completed, 5. Discussion and/or action concerning Rosebud Ranches plat. A discussion regarding that there would be no requests for road improvement, and that no water will be supplied by the subdivision, and purchasers will be notified ofthat. Commissioner Willberg moved to approve the Rosebud Ranches plat; Commissioner Green seconded. Motion carried. 6, Discussion and/or action concerning rural internet grant. Ebony Cooksey, Government Affairs Coordinator for Nextlink, gave a presentation regarding expansion of services into rural Falls County through a rural internet grant. 7. Discussion and/or action conceming Falls County Appraisal Office annual financial report 2023. Commissioner Albright moved to approve the annual financial report. Commissioner Green seconded. Motion carried. 8. Discussion and/or action concerning accepting Constable Pct 4's 2024 forfeiture report. Commissioner Wuebker moved to accept the report. Commissioner Albright seconded. Motion carried. 9. Discussion and/or action concerning ESD #2 financial report for 2023. Nita Wuebker moved to approve the report; Jason Willberg seconded. Motion carried. 10. Discussion and/or action concerning budget schedule. Following a brief discussion regarding the proposed schedule, F. A Green moved to approve the schedule. Milton Albright seconded. Motion carried. IT Discussion and/or action concerning appointment of election judges and alternates. Commissioner Wuebker moved to approve the appointments. Commissioner Green seconded. Motion carried. 12. Discussion and/or action concering insurance claim. Commissioner Green moved to approve the Judge and Georgie to take care of the details. Commissioner Albright seconded. Motion carried. 13. Discussion and/or action concerning updating employec handbook. Georgie Patterson, Auditor, went over some amendments that she believes would be beneficial to the County, Following a discussion on those changes, Commissioner Willberg moved to approve the changes. Commissioner Green seconded. Mission accomplished. 14. Discussion and/or action concerning approving county official's bond. Commissioner Albright moved to approve. Commissioner Green seconded. Motion carried. 15. Discussion and/or action conceming Interlocal Agreement for Assessment and Collection ofTaxes. ESD#3 Agreement was presented. Commissioner Green moved to approve. Commissioner Albright seconded. Motion carried. 16. Revicw and discussion ofRoad and Bridge precinct work reports, including Administrator's progress report. Jeff. Jackson informed the Court that he was working to complete the data entry. He has been working with Nita Wuebker and Jason Willberg to get everything entered with the GPS coordinates. Judge Elliott informed him that there was severe crosion around the culvert on CR 250. They attended the demo on the Mower Max. They offer both a 3-year and 3-year lease program. Current brush equipment has considerable breakage and is over ten years old. Commissioners advised Jeff to get two additional estimates and bring them back to Court, Jeff said that he would work on County Road 119 as soon as they were able. They currently have position since their mechanic left last week. 17, Discussion and/or action concerning the approving of payment of bills, including reimbursements, late charges, the transfer of cash or funds from any line item or departments to another, book transfers and any budget amendments; including but not limited to discussion and action concering department or non-departmental items with line items that go past their budgeted amount Milton Albright moved to approve the payments with the amendments. Commissioner Green seconded. Motion carried. 18. Approval of minutes of prior meetings ofCommissioner's Court. Commissioner Wuebker moved to approve the minutes as presented.
