Proof of posting ofnotice in accordance with the provisions ofTitle 5. Chapter 551 Govemment Code (Vernon's Texas Codes Ann. 1994) as amended. known as the Texas Open Meetings Act. Judge Elliott asked for proof of posting and the same was affirmed by Elizabeth Perez, County Clerk, on the north and south door and the bulletin board. Commissioner Albright was not present for the meeting. 2. Public comments. No public comments. 3. Elected official reports. Commissioner Willberg wanted to give a reminder about the workshop on November 6h in Stephenville. 4. Discussion and/or action concerning American Rescue Plan. Nothing at this time. 5. Discussion and/or action conceming Memorandum ofUnderstanding re-obligating American Rescuc funds. Commissioner Green made a motion to approve the Memorandum of Understanding re-obligating to Road and Bridge projects. Commissioner Willberg seconded; motion carried. 6. Discussion and/or action conermingpurhase of new printer for County Clerk' s Office. Commissioner Wuebker made a motion to approve the purchase of a new printer for the County Clerk's Office. Commissioner Willberg seconded; motion carried. 7. Discussion and/or action concerning Cego-Durango WSC Road cuts (2) on CR 473. Commissioner Wuebker made a motion to approve the Cego-Durango WSC Road cuts on CR 473. Commissioner Willberg seconded; motion carried, 8. Discussion and/or action conceming donation of road materials. Commissioner Wuebker made a motion to accept the donation of road materials. Commissioner Willberg seconded; motion carried. 9. Discussion and/or action concerning spdating the indigent cremation policy. Commissioner Green made a motion to approve the update of the indigent cremation policy to reflect $1,200 for standard cremation up to 300 Ibs. and $1,800 for obese cases. Commissioner Wuebker seconded; motion carried. 10. Discussion andlor action concerning Central Texas Mortuary. Commissioner Green made a motion to deny the payment to Central Texas Mortuary and to allow the JP'sto continue to use both Central Texas Mortuary and/or Empath- Way. Commissioner Wucbker seconded; motion carried. 11. Discussion and/or action concerning Falls County Child Protective Services board members. Commissioner Green made a motion to approve the Falls County Child Protective Services board members which are Sharon Scott, Elizabeth Perez, Kelly Szelestey, Rita Dorsey, Molly Downes, Sheryl Pringle and Vanessa Dodd. Commissioner Willberg seconded; motion carried. 12. Discussion and/or action concerning changes to the Falls County Employee Handbook. re inclusion LGC 154.025. Commissioner Wuebker made a motion to approve the changes to the Employee Handbook to include the re inclusion LGC 154.025. Commissioner Willberg seconded; motion carried. 13. Discussion and/or action concerning copier contractr renewal for the Falls County Auditor's Office. Commissioner Willberg made a motion to approve the copier contract renewal for the Falls County auditor's office. Commissioner Green seconded; motion carried. 14. Discussion and/or action concerning establishing the mileage rate paid for travel reimbursement. Commissioner Green made a motion to approve the mileage rate of$.67 for travel reimbursement, Commissioner Willberg seconded; motion carried. 15. Discussion and/or action concerning county investments Sheryle Pringle, County Treasurer, recommended that a one-year CD be purchased for the two CD's that are maturing, and a one-year CD be purchased for the new. pilot money that was received. Commissioner Willberg made a motion to approve the recommendations presented by Sheryl Pringle for the CD's. Commissioner Wuebker seconded; motion carried. 16. Discussion and/or action concerning Rodeo Springs Addition plat. Commissioner Wuebker made a motion to withdraw the approval oft the Rodeo Springs Addition plat, due to it not meeting the subdivision guidelines adopted by Falls County. Commissioner Willberg seconded; motion carried. 17. Discussion and/or action concerning Bahia Pipeline. LLC road use agreement and bonds. No action taken. Will be on the next Commissioner's Court agenda. 18. Discussion and action regarding clected officials and county employees working during clection season. Commissioner Green made a motion that no county employce can work early voting but may work on election day and that they be appointed by the current election administrator. Commissioner Willberg seconded; motion carried. Commissioner Green made a motion that no elccted official can work carly voting or election day. Commissioner Willberg seconded; motion carried. 19. Discussion and/or action conceming free trash day. Free trash day is postponed until after the first of the ycar. 20. Discussion and/or action concerning opening/accepting request for proposals for motor graders. Two proposals were received. Commissioner Willberg made a motion to accept the proposals. Commissioner Green seconded; motion carried. 21. Discussion conceming Nov, 12. 2024's Commissioners Court date. Information only. Commissioners Court will be held on November 12, 2024, not November 11, 2024. 22. Review and discussion of] Road and Bridge precinct work reports. including Administrator's progress report. Jeff. Jackson, Road and Bridge Administrator, gave a report for the Road and Bridge Department. Jeff stated that they are currently working on the FEMA debris. Jeff also stated that he had two open positions. 23. Discussion and/or action concerning the approving of payment ofbills. including reimbursements. Jate charges. the transfer of cash or funds from any line fitem or departments to another, book transfers and any budget amendments: including but not limited to discussion and action concerning department or non-departmental items with line items that go past their budgeted amounts. Commissioner Wuebker made a motion to approve the payment of all bills, budget amendments, and payroll. Commissioner Green seconded; motion carried. 24. Approval of minutes of prior meetings ofCommissioner's Court. Commissioner Wuebker made a motion to approve the minutes of the prior meeting.
