MINUTES PUBLIC HEARING TENTATIVE 2024-2025 BUDGET AND PROPOSED MILLAGE RATE THE CITY OF PARKER CITY COUNCIL September 3, 2024 Mayor Kelly called the meeting to order at 5:30 pm. Invocation given by Rev. Rhinehardt Pledge of Allegiance led by Mr. Chaple. Roll call by Acting Clerk Perdue: Ms. Barrow = present Ms. Bodiford - present Mr. Chaple - present Mr. Haney - present Mayor Kelly - present Minutes will be provided to the council for approval at the next meeting for the past several meetings. Items from the audience - Mr. Virgil Marshall of 1611 Lincoln Ave Panama City, FL has had an issue with J&L Auto Restoration located in Parker. He has concerns that the work they are performing could cause someone injury in the future. He would like the council to revoke their license to do business in Parker under Statute 559.904. He has filed a complaint with the State of Florida and an investigation is underway. The Mayor would like to look into the case before the next meeting. Mr. Oliver Canaday of7136 Camilla Ave has received a code violation for the boats in his front yard. He would like to ask the council for approval to leave the boats as they have been there for several years. Mayor Kelly stated that a code violation must come through the City of Parker Magistrate and council could not interfere with the process. Regular Agenda: 1. Ordinance 2024-421 public hearing opened = no public comments. Motion by Ms. Barrow, seconded by Ms. Bodiford to read ordinance. Motion to adopt Ordinance 2024-421 as written by Ms. Barrow seconded by Ms. Bodiford. Ordinance 2024-423 to amend the LDR by updating the Flood Insurance Study and update the FIRM as required by FEMA. Public hearing opened, no comments. Ordinance 2024-424 regarding billboards = public hearing opened, no comments. Motion by Mr. Haney to read the ordinance by title, seconded by Ms. Barrow. Ms. Barrow - aye Ms. Bodiford - aye Mr. Chaple = aye Mr. Haney - aye Mayor Kelly - aye Closing remarks: Mr. Chaple stated 10 plaques are on the Memorial Wall, anyone wishing to buy a plaque please come to City Hall. Mr. Haney asked for an update on Mr. Libby, he is expected to come home soon per the audience. Mayor Kelly said the man down the street who received a variance for his shed is having a dispute with the neighbors over parking and flooded their front parking area. Requested council support to allow the neighbors to park in the right of way as they have always done. Ms. Bodiford made a motion to allow Davis Lane residents to park in the right of way for the period of one year, seconded by Mr. Haney.
