TOWN OF DAVIE Town Council Meeting Meeting Minutes Wednesday, February 5, 2025, at 6:30 p.m. I. PLEDGE OF ALLEGIANCE The meeting was called to order at 6:30 p.m. and was followed by the Pledge of Allegiance. II. ROLL CALL The meeting was called to order at 6:30 p.m. Present at the meeting were Mayor Paul, Vice Mayor Hattan, and Councilmembers Whitman, Starkey, and Luis. Also in attendance were Town Administrator Lemack, Deputy Town Administrator Lewis, Assistant Town Administrator Holste, Town Attorney Weinthal, and Town Clerk Roig. III. PUBLIC COMMENTS Alex Corris, a resident, stated that as a parent, he prioritized the safety of children, particularly their routes to and from school. Mr. Corris stated that he specifically was concerned about the traffic safety program on SW 30th Street by University School. Mr. Corris stated that he has never seen a child walking from University School. Mr. Chorus expressed concerns about the enforcement of traffic restrictions, acknowledging that schools must follow legal requirements but questioning the necessity of increased enforcement in specific locations. He inquired about the justification for additional enforcement measures, asking whether a study had been conducted and how many children had been involved in incidents over the past twenty (20) years. Additionally, Mr. Corris stated that while he participated in the public process for the Saddle Bridge development and initially felt encouraged, he did not receive a response until months later, after all meetings had concluded. He also mentioned that he did not receive any notices from the Town of Davie regarding the project. Julio Tajeda, a representative of the South Florida Water Management District, introduced himself and his role in intergovernmental affairs, facilitating communication between the district, county officials, and elected representatives. He encouraged the council to reach out with any questions and offered to provide a presentation on the district's work. Noelle Corris expressed concerns about school zone signs, stating that the posted times for active school zone lights are excessive and unnecessary. She noted that on Davie Road, schools like Nova Eisenhower start at 9:30 AM, yet the lights operate inconsistently throughout the morning. She argued that having multiple listed times or constantly flashing lights may cause drivers to ignore them. Ms. Corris pointed out that on SW 39th Street, school zones are often disregarded because their placement does not make sense for the area. IV. PRESENTATIONS 1. Employee Recognitions, Yanissa De La Cruz, Utilities Customer Service, Finance Clerk II, and Michael Marchetta, Information Technology, IT Security Specialist Mayor Paul recognized employees Yanissa De La Cruz and Michael Marchetta for their efforts in locating and returning a significant sum of money to a Davie resident. On December 26, 2024, De La Cruz found an envelope containing $700 while cleaning the lobby of Building A. Rather than discarding it, she reported it to the utilities customer service staff, who requested assistance in reviewing security footage. Mr. Marchetta, analyzed the footage and determined that the envelope appeared after a particular customer's visit. Using the timestamped video, staff identified the customer, Debbie Espinosa, and successfully returned the money. Mayor Paul commended Ms. De La Cruz's integrity and Mr. Marchetta's investigative work, emphasizing that without their efforts, the money would not have been returned. 2. 88th Annual Orange Blossom Festival, Parade and Rodeo, Jeff Pohlman, Parks, Recreation, and Cultural Arts Director Jeff Pohlman, Parks, Recreation, and Cultural Arts Director announced the upcoming 80th Annual Orange Blossom Festival, Parade, and Rodeo, which led up to the Town of Davie's 100-year anniversary. The festival was scheduled to be held at Bamford Sports Complex, and featured a kickoff concert on Friday, February 21, at 6:00 PM, followed by two days of festival activities on Saturday and Sunday, including live entertainment, a vendor fair, youth activities, a petting farm, historical displays, and the Women's Club Strawberry Festival. The parade, celebrating "100 Years of Trailblazing, was scheduled to take place on Saturday at 10:00 AM, featuring local groups, equestrian clubs, schools, and bands, with the Davie Pro Rodeo as Grand Marshal. Mr. Pohlman shared that a shuttle service was available for attendees. In addition to the festival, the rodeo was scheduled to be held on on Saturday at 7:30 PM and Sunday at 2:00 PM, with tickets available online. Mr. Pohlman encouraged the community to participate in one of Davie's longest-standing events. 3. Davie Town Hall Update, Kaufman Lynn and Song Associates Assistant Town Administrator Phillip Holste introduced Nathan Coker from Kaufman Lynn and Jill Lanigan from Song & Associates who were providing a presentation related to the 50% design for the new townhall. Ms. Lanigan from Song & Associates provided an update on the design progress for the project. She began by orienting the Town Council on the site layout, emphasizing that the building remained positioned near Orange Drive, allowing for a large public green space and a pedestrian-friendly drop-off area. The site plan also included infrastructure for hosting events like food truck gatherings, art festivals, and green markets. PAGE 2 OF 14 02052025 Key architectural updates included: Facade Enhancements: Shutters were added to east and west facades for sun control and aesthetic appeal. Western Motif: At the request oft the Town Council, the building's entrance now featured a portico with a Western-style design to reflect the Town of Davie's history. Elevated Civic Presence: The building was slightly raised, with gently sloping ramps and steps leading to the entrance. Ms. Lanigan highlighted the renaming of the history pavilion to "Cowboy Town" and displayed design options for signage. The pavilion featured historical plaques, potential video displays, and served as a shaded gathering space. For security and aesthetics, low walls were incorporated into the green space to serve as seating areas while also acting as passive barriers against vehicular threats. Ms. Lanigan also reviewed the evolution of the design, showing comparisons between the original design criteria, the September iteration (which was considered too modern), and the updated version that restored historical elements. Additional design choices up for discussion included: Etching on the entrance glass, with options featuring the Town of Davie seal's horse or a more dynamic rodeo-inspired design. Different variations of the "Cowboy Town" signage. Regarding the interior layout, Ms. Lanigan confirmed that all departments' space requirements were being met. The floor plan included: Ground Floor: Public lobby, Town Council Chambers, one-stop service area, building department, community services, and Chamber of Commerce. Second Floor: Engineering, code compliance, and IT. Third Floor: Planning & zoning, budget & finance, and human resources. Fourth Floor: Town administration, town clerk, town attorney, and Town Council offices. Davie Town Hall Groundbreaking, Leona Henry, Intergovernmental Affairs Manager Leona Henry, the Intergovernmental Affairs Manager, presented the upcoming groundbreaking ceremony for the new Town Hall. She provided a brief history of the previous Town Hall, located on Orange Drive, which was relocated to Pine Island Park in 2022. The final meeting at the old Town Hall was held in late 2022, and the process for selecting the new Town Hall contractor began in 2023. The groundbreaking for the new Town Hall was scheduled to take place on February 20, 2025, at 2:00 PM at 6591 Orange Drive. The event was open to the public, with invited guests including the Mayor, Town Council members, and other officials. Remarks would be made by the Mayor, Town Council members, and consultants, before the ceremonial groundbreaking takes place. Councilmember Starkey moved to table item #26 to March 5, 2025. She requested a restriction to ensure that if the current owner did not proceed with the proposed site plan, the land use plan amendment would be reversed. She sought confirmation that the applicant had agreed to this condition. Additionally, she raised concerns about the displacement of wildlife, particularly raccoons, possums, and other non-protected animals, as land clearing begun. Mayor Paul requested that the applicant make every effort to relocate these animals to prevent them from being harmed on Griffin Road or in nearby neighborhoods. Mayor Paul also emphasized the need for careful examination of trees, particularly during breeding season for hawks, owls, and other birds of prey, which typically lasted through March and early April. She stressed the importance of identifying nests, including those in hollowed-out trees, to ensure minimal disruption. Neal Kalis acknowledged Mayor Paul's concerns, stating that they were well understood. Mayor Paul stated that before adopting the Town ordinance for Land Use Plan Amendment LA 22-207 (Delgado), the landowner must provide a restrictive covenant acceptable to the Town Attorney and suitable for recording in the official records of Broward County. This covenant must stipulate that the current landowner, Wendy Delgado, as trustee of the Wendy Delgado Revocable Trust, consents to a reversion of the future land use designation to estate residential if the property is sold to another party before a certificate of occupancy is issued for the development described in Site Plan SB 22- 210. Additionally, no later than fifteen (15) days after the ordinance's effective date, the Town Attorney must record the restrictive covenant in Broward County's official records. Councilmember Starkey asked the Town Attorney whether the restrictive covenant was legally binding. She noted that in many cases, such agreements may or may not be enforceable and inquired whether there had been any changes to state statutes that could affect the reversion provision. Assistant Town Attorney Sherwin explained that while certain conditional zoning provisions might be approved, some might not. He acknowledged the Town Council's intent to include the restriction and stated that he did not anticipate any challenges to its enforceability. Since the applicant was voluntarily agreeing to the restrictive covenant, he questioned who would have standing to challenge it in the first place. Public Art Advisory Committee - Utility Box Wrap Update, Jeff Pohlman, Parks, Recreation and Cultural Arts Director Jeff Pohlman presented the completion of the utility box wrap project, which was the first public art initiative completed under the adopted Public Art Master Plan. The project wrapped eighteen (18) utility boxes at seventeen (17) locations, primarily at major intersections and entry points throughout the Town of Davie. Mr. Pohlman provided a visual overview of each location, showing the approved artwork, the boxes before wrapping, and the final completed versions. The project included locations such as Southwest 14th Street and Shotgun Road, Flamingo Road and State Road 84, Davie Road and State Road 84, State Road 7 and Oaks Road, Griffin Road and I-75, and several others. MAYOR AND COUNCILMEMBER COMMENTS COUNCILMEMBER WHITMAN PARK CLOSURE - Councilmember Whitman stated that the Silver Lakes Rotary Nature Park and North Trail, located at 5695 Southwest 52nd Avenue, was closed for work being performed by the Florida Department of Transportation. She mentioned that the park would remain closed on weekdays but would reopen on weekends, with the exception of the North Trail. COMMUNITY ENGAGEMENT EVENTS - Councilmember Whitman stated that "Coffee with a Cop" was scheduled for Thursday, February 6, at the McDonald's located at 4295 Davie Road Extension from 9 AM to 11 AM, and encouraged residents to attend and meet local officers. She also announced that "Grilling with the Chiefs" was scheduled to take place on Saturday, February 8, at Robbins Preserve, 4005 South Hiatus Road, from 11 AM to 2 PM. POLICE DEPARTMENT - Councilmember Whitman stated that the Davie Police Department's Multiple Interactive Learning Objectives (MILO) officer training would be featured on Channel 10 News at 11 PM on Monday, February 10, and encouraged everyone to tune in. BIRTHDAY - Councilmember Whitman wished a happy birthday to all those celebrating in February. COUNCILMEMBER STARKEY FEBRUARY BIRTHDAYS Councilmember Starkey stated that she had two children born in February and wished them a happy birthday. COMMUNITY EVENTS - Councilmember Starkey shared that she had an enjoyable weekend and ooked forward to several upcoming community events. She also mentioned other planned activities, including a "Cars and Coffee" event and a health fair in Park City West. CONCERT - Councilmember Starkey stated that she had a great time attending an undercover concert with her daughter, who won free tickets through Kiss Country. She encouraged others to participate in similar events, mentioning how much fun the children had with line dancing and other activities. GENDER REVEAL CELEBRATIONS - Councilmember Starkey congratulated two family friends on their gender reveal celebrations, sharing that one was expecting a boy and the other a girl. OUTDOORS - Councilmember Starkey encouraged everyone to enjoy the beautiful weather, get outside, and have fun. VICE MAYOR HATTAN SERVICE AWARDS - Vice Mayor Hattan thanked the Human Resources Department for organizing the service awards ceremony, which featured a Harry Potter theme. COUNCILMEMBER LUIS BIG WHISKEY - Councilmember Luis mentioned attending the opening of Big Whiskey and expressed his plans to visit again soon. He highlighted the importance of supporting small businesses, acknowledging the significant investments business owners make, both financially and personally, and the value of seeing such businesses thrive in the community. NOVA SOUTHEASTERN UNIVERSITY - Councilmember Luis shared his experience attending Dr. Moon's nauguration and discussed the exciting developments at Nova Southeastern University (NSU). He emphasized the potential for the Town of Davie to become a hub for expert medical research and services, particularly with the university's expanding focus on research. MAYOR PAUL OLD DAVIE SCHOOL - Mayor Paul mentioned a TV feature about the Old Davie School, where Kim Weismantle gave a tour to a group of schoolchildren. She expressed excitement about seeing the Town of Davie featured on the news. SCHOLARSHIP OPPORTUNITIES - Mayor Paul reminded residents that the Mayor's Scholarship was available for graduating seniors who were town residents. PUBLIC AFFAIRS ACADEMY - Mayor Paul expressed disappointment that the Public Affairs Academy had not yet been established. Mayor Paul stated that she planned to meet with the new principal to discuss ways to move forward. MAYOR'S BREAKFAST - Mayor Paul shared that the recent Mayor's Breakfast was well attended, with forty-five (45) people participating. CENTENNIAL CELEBRATION PIN - Mayor Paul introduced a imited-edition 100th-anniversary pin as part of the Town of Davie's centennial celebration. She suggested creating a policy for distributing these pins and other special mementos to ensure they hold meaningful value. LEMACK Public Affairs Academy - Mr. Lemack shared that he attended a meeting with the principal of Western High School in January. He shared that while the principal was enthusiastic about participating in the Public Affairs Academy, she requested additional time to manage the school's size and other responsibilities. Mr. Lemack assured the Council that they would continue to follow up on this matter. RISK MANAGEMENT - Mr. Lemack congratulated Jose Lugo for his recent leadership appointment as the president of the Public Risk Management Association (PRIMA) South Florida chapter. Mr. Lemack stated that Mr. Lugo was involved with PRIMA since 2022, serving as the chapter's secretary and vice president. Mr. Lemack highlighted that PRIMA is North America's largest risk management association dedicated to public sector practices, providing education, training, and development. XVI.
