ADJOURNMENT Mayor Smith Adjourned the Teusday, January 28, 2025 Special City Council Meeting, in Concurrence with the Regular Meeting, at 4:32 p.m. ATTEST APPROVED: - - Joann MçClendon, CMC, City Clerk Mayor Kélly Smith COUNCIL RESOLUTION # 10-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHOWCHILLA, CALIFORNIA AMENDING COUNCIL RESOLUTION# 94-13, PASSED AND ADOPTED ON NOVEMBER 12, 2013, RELATING TO THE COUNCIL CONTINGENCY FUND POLICY TO ENHANCE ACCESSIBILITY, FLEXIBILITY, AND ADMINISTRATIVE EFFICIENCY WHEREAS, the City of Chowchilla established the Council Contingency Fund (CCF) to support non-profit organizations and community initiatives that benefit the City; and WHEREAS, the City Council recognizes the need to streamline the application process, reduce administrative burdens, and increase accessibility for eligible applicants; and WHEREAS, the amendments to the policy include: Expanding eligibility to include contributions to organizations benefiting the community. Changing documentation requirements from "mandatory" to "if requested." Allowing the City Council to waive the non-profit requirement. Revising the alternative funding requirement from "required" to "make known." Replacing the formal final grant report requirement with a simplified follow-up report to the City Council. Removing Sections 7, 8, and 9, along with unnecessary reporting and reimbursement restrictions. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chowchilla hereby finds, determines and declares the following: 1. The Council Contingency Fund policy is amended to reflect the abovementioned changes. 2. The revised policy shall take effect immediately upon adoption. 3. The City staff is responsible for revising all application materials to reflect these updates. PASSED AND ADOPTED by the City Council of the City of Chowchilla this 11th day of February, 2025 by the following vote to wit: AYES: 5 - Troost, Ahmed, Barragan, Chavez, Smith NOES: 0 ABSENT: 0 ABSTAIN: 0 APPROVED: hestlt Mayor Kelly Smith ATTEST: Joann McClendon, CMC City Clerk COUNCIL RESOLUTION # 11-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHOWCHILLA, CALIFORNIA APPROVING A CONTRIBUTION REQUEST TO THE CHOWCHILLA DISTRICT CHAMBER OF COMMERCE TO SUPPORT THE ORGANIZATIONS EFFORTS TO ASSIST LOCAL COMMERCE AND AUTHORIZING THE CITY ADMINISTRATOR OR DESIGNEE TO EXECUTE RELATED DOCUMENTS THERETO WHEREAS, the City of Chowchilla has historically offered a partnership to the Chamber of Commerce to amplify efforts to foster, promote and enhance local commerce; and WHEREAS, the Chamber of Commerce represents the voice of the local business community, aligning their needs with city policies and initiatives; and WHEREAS, the City and the Chamber often share goals related to economic growth, and the quality of life in our community; and WHEREAS, the Chamber offers community events that enhance the quality of life and bring visitors to the city. WHEREAS, a budget amendment would need to be done in the amount of $7,000, as contributions are no longer a budgeted item. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chowchilla hereby finds, determines, and declares the following: 1. The above recitals are true and correct. 2. The contribution will support the Chowchilla District Chamber of Commerce efforts. 3. Agrees to approve the singular contribution as requested for the 2025 year with $3500 payable now and $3500 payable on June 30, 2025. 4. Authorizes the City Administrator or designee, upon City Attorney approval as to form, to execute all documents necessary to complete the services on behalf of the City of Chowchilla. 5. This resolution is effective immediately upon adoption.
