OPEN SESSION - 4:02 PM PLEDGE OF ALLEGIANCE INVOCATION: Pastor Pruitt PRESENTATIONS/WORKSHOP - Section 1 PUBLIC ADDRESS Glenn Pace, Pembrook Development, addressed the Council on the Rancho Calera project. COUNCIL AND STAFF VERBAL REPORTS = Section 2 2.1 COUNCIL VERBAL REPORTS Legislative, Collaborative Agency, Ad Hoc Mayor Pro Tem Troost attended a Madera County Action Partnership meeting where they discussed budget issues. Council Member Barragan attended an Economic Development ad hoc meeting. Council Member Ahmed attended a Madera County Transportation Commission meeting. Mayor Smith attended a meeting with a utility company along with the City Administrator and the Chowchilla Athletic Foundation annual dinner. 2.2 STAFF VERBAL REPORTS Police Chief Palmer went over latest departmental stats since the last council meeting, and one of his police officers made a presentation to parents regarding gang awareness at Wilson School. City Council Meeting MINUTES February 25, 2025 Fire Chief Guamnitz attended the CESD annual safety meeting. he and the CA met with CalFire staff and the CAO regarding the Chowchilla agreement". Public Works Director Rogers attended an Economic Development Ad Hoc meeting to reaffirm preferences for the Fairmead Sewer Consolidation Project (preference is for the new sewer line to go down Ave 24 to Rd 16). Our engineer has now moved forward with design. We also discussed High Speed Rail mitigation along SR 152. He also met with Cornerstone Church to discuss their annual spring break volunteer event. Potential projects include painting the concession stand at Ed Ray Park and potentially planting trees again at a location to be determined. The event will be scheduled for April 14th = 16th. Finance Director Williams is working on the mid-year budget, starting the 25/26 fiscal year budget, and is preparing for labor negotiations. Deputy Director of Recreation & Community Engagement Wisener has been playing country music downtown for Stampede week; has begun booking bands and movies for the summer events; working with sports organizations coordinating their seasons; met with Dr. Miller at the high school regarding the Open Swim program; made a presentation to the Chowchilla Rotary for a possible donation to a potential project; will soon be launching recruitment for the Open Swim program's Lifeguards and Supervisor positions as well as the front desk's Recreation Assistant position. Working on Easter events and the May 3 employee barbeque, and finally the Kiddos Kraft event in March. IT System Administrator Berrocal updated the council on the status of their projects. City Clerk McClendon is working on the city's latest retention schedule update; swore in the newest member of the Planning Commission, Tricia Placencia and at the same meeting said goodbye to Commissioner Michael Barberi by presenting him with a plaque for his 7 years of service. She also participated in interviews for the Deputy City Clerk position and is happy to announce she has hired Vanessa Escobar, who previously worked as Recreation Assistant for Ms. Wisener. City Administrator Pruett has been working with Rancho Calera on various aspects of the project, including plans to create a CFD of the area; also working on the refunding of the old CFD that didn't work out last year; reached out to AutoZone ad Rancho Calera who have both agreed to assist with the up-front at-risk cost of the refunding; as the Mayor mentioned, he and the Mayor met with a utility consultant regarding the waste water treatment plant; met with the Madera County CAO; met with Martin Boone over some potential development in Greenhills on some properties that are currently "excess land" (large fairways) where 30-40 additional residences can be built; there is another development project in the works that may need to be annexed into the City; he's hired the new Community Development Director who will start next Monday; will be meeting with finance to go over mid-year budget, labor negotiations, and once that is done we will be reaching out to schedule a date for goal setting sO that it can roll in together with the 25/26 fiscal year budget.
