City yofCalimesa Minutes of the Special Meeting of the Parks, Trails, and Community Services Commission Wednesday, February 5, 2025 CALL TO ORDER The meeting was called to order at 4:30 p.m. by Secretary Benson ROLL CALL Commissioners Present: Commissioner Johnson, Commissioner Stamper, Commissioner Reeves, Commissioner Roberson-Smith. Commissioners Absent: Commissioner Aponte Staff Present: Mari Shakir, Public Works Interim Director, Yaiza Benson, Commission Secretary, Chrissy Couture, Administrative Assistant. PUBLIC COMMENT None APPROVAL OF MINUTES Item 1. APPROVE THE ACTION MINUTES OF DECEMBER 4, 2024, REGULAR COMMISSION MEETING. MOTION BY COMMISSIONER REEVES, SECONDED BY COMMISSIONER ROBERSON-SMITH, CARRIED 4-0 TO APPROVE THE MINUTES OF THE DECEMBER 4, 2024, REGULAR COMMISSION MEETING AS WRITTEN. BUSINESS ITEMS Item 2. ANNUAL COMMISSION REORGANIZATION Commission Secretary Benson advised that Pursuant to Section 2.20.030 of the Calimesa Municipal Code, the Commission is required to meet annually to choose one of its members as Chairperson and another of its members as Vice Chairperson, Commission Secretary Benson advised Commissioners that they can also postpone the reorganization until all members of the Commission are present. MOTION BY COMMISSIONER ROBERSON-SMITH, SECONDED BY COMMISSIONER STAMPER, CARRIED 4-0 TO POSTPONE THE REORGANIZATION TO THE NEXT COMMISSION MEETING. Item 3. EVENTS AND PROJECTS DISCUSSION a. CITIZEN RECOGNITION PROJECT Public Works Director Shakir suggested opening up the application process year-round to allow for more applications during the year, advising that any applications received after the October 30th deadline will be kept and reviewed the following year. Parks, Trails and Community Services Commission Action Minutes of February 5, 2025 Page No. 1 MOTION BY COMMISSIONER REEVES, SEƇONDED BY COMMISSIONER STAMPER, CARRIED 4-0 TO APPROVE THE YEARAROUND APPLICATION PROCESS. b. 2025 EVENT CALENDAR Secretary Benson advised that there are no updates to movies in the park, staff remain hopeful of securing a meeting with the County Supervisor for event sponsorship funds. Earth Day and Community Clean Up, date confirmed with the school district for May 3rd. Staff advised the only changes for the event will be a slight change in the time, pushing the event back an hour. Staff advised that depending on the turnout for this year's event could be changed to another location or scrapped entirely. Community Egg Hunt date confirmed for April 19th at Summerwind park, the event plans for last year will remain weather permitting. Commissioners discussed bringing a couple of items for discussion at the next Commission meeting. Benson advised that staff is still attempting to get a free spay and neuter event but due to its popularity it has been hard to confirm a date. Commissioners requested adding a location column to the list of events. Item 4. PARK EXPANSION Director Shakir advised that Southern California Edison has since relocated the pole that had caused a slight construction delay, and construction is set to start on Monday. Item 5. DEVELOPMENT UPDATE Director Shakir advised Commissioners that the development update is typically sent out by the Planning Director, and that this Commission should pay attention and make recommendations about the future parks. Included in this packet there are two items for consideration, a passive park and a phase II park in the Summerwind Specific plan area. Commissioners requested to schedule a development tour with the Planning Director as some point. COMMISSION MEMBERS REPORT AND COMMENTS Commissioner Aponte: Absent. Commissioner Johnson: None. STAFF REPORTS AND COMMENTS: Shakir advised the Commission that staff is working on some feasibility studies for a Market Night or Food Truck event. Staff is also looking into different areas to host the event as well, and will bring back more information as it becomes available.
