Mr. Rockenbach thanked Council and stated he looked forward to the partnership. It was noted that Mr. Rockenbach would be sworn in at a later date. 8) PRESENTATION 8.1) Police Badge Pinning Douglas Ipock, Police Chief, introduced Officer Joziah Bell with the Whiteville Police Department. Officer Bell was sworn in and presented his police badge at tonight's meeting. Chief Ipock noted Officer Bell carried the highest average of anyone in basic school. A round of applause was given by all in attendance. Mayor Mann congratulated Officer Bell. 9) BUSINESS 9.1) FYE2026 Financial Forecast Colburn Brown, Finance Director, presented Council with the Financial Forecast. Mr. Brown stated the City was in a good position. He noted the budget was tight, but stated the City had made good changes. Some of these changes have led to less employee turnover. Mr. Brown reviewed the budget variance analysis for the General Fund, Sewer, Sanitation, Water, Powell Bill, WDDC, Storm Water, and Vineland. 9.2) FYE2026 Budget Calendar and Departmental Capital Expenditure Plan Mr. Brown presented Council with the FYE 2026 Budget Calendar. The Budget Workshops are scheduled for Council Meeting dates, including March 25, April 8, May 13, and May 27, 2025. These workshops will be held prior to the Council Meeting on each of these dates. Mr. Brown presented Council with information regarding the City's Departmental Capital Expenditure Plan. The City is attempting to do a 5-Year Capital Expenditure Plan. These items will be priority ranked by need. It was noted the items could be switched if needed. 10) COUNCIL COMMENTS Council Member Clarida thanked Chief Ipock and stated he appreciated everything he had done for the City, the Police Department, and the community. Council Member Pait stated she echoed Council Member Clarida's comments regarding Chief Ipock. Mayor Mann stated Chief Ipock had brought the Police Department into the modern ages. Mayor Mann noted the Police Department's increase in visibility in the last five years, and stated this makes the City look good. Council thanked Chief Ipock and wished him the best of luck in his retirement. Chief Ipock thanked Council. 11) REPORTS 11.1) Manager's Update for February 25, 2025 Mr. Currie reminded Council of Chief Ipock's Retirement Reception this Thursday, February 27, 2025. Mr. Currie updated Council on the Provalus project. He stated the contracts had been executed and there will be a kickoff meeting in the coming week. He noted the City had been awarded around a half- million additional dollars from Golden Leaf for this project. Mr. Currie updated Council on the Airport Water/Sewer Lines project. The contracts are out for signatures and this project will begin as soon as possible. Mr. Currie stated the City received word that it was approved for $4.7 Million for the water project on Lee and Franklin Streets. This would allow the City to work on both the water and sewer along both Lee and Frankin Streets before the North Carolina Department of Transportation begins paving in these areas. Mr. Currie noted the City was working on the budget for the upcoming fiscal year. This includes the 5-Year plan discussed earlier during tonight's meeting.
