Motion by Commissioner Shives to approve the Commissioners' Minutes of the April 11, 2023 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payables dated April 14, 2023 in the amount of $49,313.01. All in favor. All in favor. Commissioners met with Franklin/Fulton Court Administrator Mark Singer, President Judge Shawn Meyers and Chief Probation Officer Dan Miller to discuss the Juvenile Probation Officer Supervisor position. Judge Meyers asked Chief Miller to specify the job description. Miller made a recommendation to hire current Probation Officer Mary Hann for the position. Miller also presented a compensation letter addressed to the Pennsylvania Juvenile Court Judges' Commission, a Juvenile Probation Services Grant Agreement and a Financial Statement for July 1, 2021 through June 30, 2022 for execution. Motion by Commissioner Ulsh to hire Mary Hann for the Juvenile Probation Officer Supervisor position, effective Monday, April 24, 2023. All in favor. A brief Salary Board meeting was held to set Officer Hann's salary. Separate minutes are on file. 192 Motion by Commissioner Shives to approve the Juvenile Probation Services Grant Agreement for FY 2022-2023. All in favor. Motion by Commissioner Shives authorizing Commissioner Ulsh to sign the 2021-2022 Financial Statement for Funds Expended under Juvenile Probation Services Grant for budget period coverage dates of July 1, 2021 to June 30, 2022. All in favor. Commissioners met with Building and Maintenance Director Brad Seville who requested retroactive approval on an emergency repair to the air conditioning unit in the networking closet in the Neighborhood Services Building. Seville explained that it was pertinent to do the repairs due to risk of damage to the networking equipment. Seville also reported on the Probation Steps Project noting that the project is completed with a few exceptions. Motion by Commissioner Shives to retroactively approve the emergency replacement/repair of the air conditioning unit in the networking closet in the Neighborhood Services Building due to failure. All in favor. Commissioners also approved quotes presented by Seville for portable air conditioning units. A brief Retirement Board meeting was held to present a portfolio ofthe County Employees' Retirement System. Separate minutes are on file. Planning and Mapping Director Justin Evans met with Commissioners to review the information for the upcoming tire recycling event that will be held on Wednesday, June 14th from 12:00-5:00 p.m. and Saturday, June 17th from 9:00 a.m. until 1:00 p.m. at 610 E. North Street, McConnellsburg, PA for residents of all Fulton County Townships. Commissioners met with Fiscal Administrator Lisa Beatty to review and approve a W.B. Mason quote for a new printer. Commissioners met with HR Administrator Mary Huston and Chief Clerk Stacey Golden for a brief overview of a Zoom meeting that Huston and Golden had with Benecon for a PCHIP Annual Claims Review for 2023. Commissioners met with SEDA Cog Project Coordinator Jamie Shrawder and the newly hired Project Coordinator Michael Burger for a meet and greet. Burger will be replacing Shrawder as Fulton County's facilitator. CDBE Coordinator Patti Hess was also in attendance. EMA/911 Director Brian Barton met with Commissioners to give an update on scheduling for his department. HR Administrator Mary Huston was also in attendance.
