243 Meeting ofthe Fulton County Commissioners Tuesday, September 5, 2023 8:30 a.m. at the Commissioners' Office D hA ETIA Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Guest: Gary Pilkerton Chairman Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Fulton County resident Gary Pilkerton spoke briefly during public comments in regards to the ongoing litigation matters with the county. Motion by Commissioner Shives to approve the Commissioners' Minutes of the August 29, 2023 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payables dated September 1, 2023 in the amount of $62,237.80. All in favor. All in favor. Commissioners met with Elections Director Patti Hess to discuss the "Student Poll Worker Program" as recommended by the Pennsylvania Department of State. Hess presented a packet of information outlining how the program would work. Motion by Commissioner Ulsh to move forward with the recommended state, "Student Poll Worker Program" and to present it to the three county school districts. All in favor. Commissioners met with John Schriever, Sideling Hill Financial, via Zoom, to discuss reallocating Krivak Trust Funds into treasury bills on a rotating schedule to gain a better interest rate. Commissioners met with Franklin/Fulton County MD/IDD/EI to sign the "Suicide Prevention Month Proclamation". The following were in attendance: Julie Dovey, Executive Development Director for Fulton County Family Partnership; Alexandra Shatzer and Trina Ross both with Mental Health 244 Association of Franklin and Fulton Counties: Kara Decker, True North; Cori Sielhamer and Erin Nye, MD/IDD/EI; Gen Harper, Franklin Fulton Health Choices; Elen Ott, Executive Program Director for Fulton County Family Partnership; Drew Washabaugh, MDJ 39-04-02 and Mike Straley, Fulton County Medical Center/Leah's Legacy Foundation. Julie Dovey made a request that the courthouse be lit up with purple colors to bring awareness to the community. Motion by Commissioner Bunch to proclaim September 2023 as "Suicide Awareness and Prevention Month" and September 10, 2023 as "Suicide Awareness and Prevention Day". All in favor. Commissioners met with Joseph Bailey, Fulton County Family Partnership and James Eagler, Administrator for Franklin/Fulton Drug & Alcohol to sign the "Recovery Month Proclamation" for the month of September. Motion by Commissioner Shives to proclaim September 2023 as "Recovery Month". All in favor. Elen Ott, Executive Program Director for Fulton County Family Partnership, met with Commissioners for discussion on the need for relocating office space. Commissioners agreed for office space to be used if needed at MDJ Devin Horne's Office. Motion by Commissioner Shives to sign the Purchase of Service Agreement for Juvenile Detention Services" between the County of Fulton and Jefferson County Juvenile Detention Center, effective July 1, 2023 through June 30, 2024. All in favor. Commissioners met with Domestic Relations Director Tina Gress to discuss moving their mailbox that would hold incoming mail and Domestic Relations payments. Gress explained where the new location would be for the mailbox, Commissioners stated that they had no issues with the move. Commissioners signed a CCAP invoice, Investment Policy Statement from Conrad Siegel, Farmland Preservation Letters and a letter from the Sheriff's Department requesting physician services for an inmate.
