251 : Meeting ofthe Fulton County Commissioners Tuesday, September 26, 2023 8:30 a.m. at the Commissioners' Office a a ND EANA Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Guests: Fulton County Resident Carolyn Kerlin; Grant Stern-Washington Press; Observer Mike Ryan Chairman Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Commissioner Ulsh opened the floor for Public Comments. Carolyn Kerlin, Grant Stern and Mike Ryan all questioned the Commissioners on the topic of the ongoing litigation matters with the Dominion Voting Machines (which was video recorded by Grant Stern). Chief Clerk Stacey Golden noted that there hasn't been any notification from the state pertaining to the cost related to litigation. Motion by Commissioner Shives to approve the Commissioners Minutes of the September 19, 2023 meeting. All in favor. Motion by Commissioner Ulsh to approve the Accounts Payables dated September 22, 2023 in the amount of $52,474.44. All in favor. All in favor. 252 Commissioners met with Seleen Shives, Isaac Strait, Russell McLucas and Rodney Peck all with the Fulton County Conservation District Office. Shives presented an Independent Auditor's Report and requested an allocation in the amount of $10,000.00, the same amount requested Commissioners Ulsh departed the meeting at 9:30 a.m. and received in the previous year. The group explained that the funds would help to establish demonstration plots to showcase the benefits of implementing no-till cover crops and presented a breakdown of how the $10,000.00 would be used. Commissioners spoke with County Coroner Berley Souders, via telephone, on Personnel Matters. Also in attendance was HR. Administrator Mary Huston. Motion by Commissioner Bunch to enter into Executive Session at 9:30 a.m. for Personnel Matters. All in favor. Motion by Commissioner Shives to exit Executive Session at 9:55 a.m. All in favor. Commissioners met with Larry Smith, a member of the Sons of the American Revolution, Local Chapter, Frontier Patriots for Bedford, Blair, Fulton and Huntingdon areas and Constituent Don Sheehan, to request placing a plaque with the names oft those that served during the Revolutionary War in the County Courthouse. Smith shared information about the Revolutionary War era (1775-1783) and also shared that funding for the plaque came from the estate of Joseph and Betty Ramsey, which was donated to the SAR (Sons of the American Revolution). Commissioners spoke with Michael Burger, Project Coordinator for SEDA-COG (Council of Governments) via telephone about the two Subrecipient Agreements between the County of Fulton and Todd Township. Burger explained that the agreements transfer legality from the county to the township. Motion by Commissioner Shives to approve signing the FFY 2020 and FFY 2021 Subrecipient Agreements between the County of Fulton and Todd Township for CDBG Grant Funding awarded by DCED Pennsylvania Department of Community and Economic Development). All in favor. Commissioners met with External Auditors, RKL, for a draft review of the audit for years ended June 30, 2022 and December 31, 2022. In attendance were Michael Lamb and Marlissa Cinko, both with Wessel and Co.; Fiscal Administrator Lisa Beatty; County Auditors- Penny Kipp, Margaret Kobel and Holly Falkosky; and Mark Zettlemoyer, Partner and CAP, CFE with RKL. RKL stated that the county was "in a great place". Lamb thanked Fiscal Administrator Lisa Beatty for her hard work and Mark's team with RKL stating that they were "good to work with and communicated well". 253 Motion by Commissioner Shives to approve the 2024 Proposed Holiday Schedule and in addition, to update the 2023 Holiday Schedule to reflect a whole day off for all employees on Friday, December 22, 2023. All in favor. Commissioners spoke with Laura Trimble, Claims Representative 2 with CCAP, via Zoom, in relation to a claim that was submitted in July of 2023. Commissioners signed a Pension Fund Report for Retirees for the month of September, 2023. Also signed was a "Letter of Support" addressed to Matt Bjorkman, Transportation Specialist with SAP&DC (Southern Alleghenies Planning and Development Commissioner) to show support for enhancing the implementation capacity to the TOPP (The Old PA Pike) Project.
