Motion by Commissioner Shives to approve the Commissioners' Minutes of the November 22, 2022 meeting. All in favor. Motion by Commissioner Ulsh to approve the Accounts Payable dated November 28, 2022 in the amount of $73,270.51. All in favor. All in favor. Motion by Commissioner Ulsh to approve the State Homeland Security Grant Program Agreement awarding $454,426,000 in federal funds to the subrecipient, SCMRCTTF, South Central Mountain Regional Counter Terrorism Task Force, from the Commonwealth of Pennsylvania acting through the Pennsylvania Emergency Management Agency (PEMA). All in favor. Commissioners met with Huntingdon County Commissioner Jeff Thomas and Tim Beiler, Upward Broadband to review the "Tower Ownership Agreement", the final piece that will allow Upward Broadband to move forward with constructing new towers for the Broadband Expansion Project. Commissioner Thomas explained that Huntingdon County executed their own agreement settling on non-ownership of towers and an agreement that the towers cannot be sold for fifteen years and that Huntingdon reserves the right to place public service equipment on the towers free of charge. The county will also be entitled to a 10% revenue sharing arrangement. Commissioner Thomas presented an agreement with the exact verbiage for Fulton County and Upward Broadband. No action was taken, the agreement for Fulton County was sent to Attorney Stein to review. Huntingdon County is the lead applicant which received an award from NTIA, grant number 42-08-12213 in the amount of $20,463,175.24 to support the development of broadband services for unserved or underserved areas of Fulton, Bedford, Mifflin, Franklin and Juniata Counties. 136 Commissioners discussed a date for the Christmas Employee Luncheon and agreed on December 20, 2022 from 12- 1 PM at the McConnellsburg VFW, Post 655. County offices will be permitted to close during this time. The cost of the meal will be paid by the employee. Commissioners met with Franklin/Fulton County District Court Administrator Mark Singer, President Judge Meyers and Domestic Relations Director Diedre Ritz to discuss the Domestic Relations Director position due to Ritz' retirement December 31, 2022. Commissioner Randy Bunch joined the meeting via telephone at 10:25 AM. Motion by Commissioner Ulsh to hire Tina Gress for the Director of Domestic Relations position effective January 1, 2023 while currently maintaining her current position as "Hearing Officer" along with training as "interim Director of Domestic Relations", effective immediately and remaining in the CBA (Collective Bargaining Agreement) and being responsible for still completing all of her CBA work/responsibilities through December 31, 2022, upon the recommendation of President Judge Meyers. All in favor. A brief Salary Board meeting was held at 10:30 AM. Commissioners met with CDBG Coordinator Patti Hess for discussion about Wells Tannery Water Authority. Hess said there currently isn't anybody to run the water system as the gentleman who did it has passed away. Hess added that there was also a report that there are issues reading water meters and stated she would be attending a township meeting on December 5, 2022 to gather more details. Motion by Commissioner Ulsh to enter into Executive Session at 11:10 AM to discuss Personnel Matters. All in favor. Regular session resumed at 12:00 PM. Motion by Commissioner Shives approving and giving permission to Commissioner Ulsh to sign the agreement between Antaras Site Work, LLC and County of Fulton for the Probation Steps Project.
