109 Meeting of the Fulton County Commissioners - Tuesday, October 4, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch & Commissioner Shives Absent: None Others Present: Denny Koons, Raymond James Financial Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to amend the agenda to add "Purchase of Service Agreement, CYS". All in favor. Chief Clerk Stacey Golden explained that the agreement was an urgent need for interpretation services for CYS. Commissioners talked to Children and Youth Director Christine McQuade on the phone who confirmed that the services were required to have through the Civil Rights Act and noted that it would be eligible for reimbursement through the state at 80% since it would be considered an "in home service". Chief Clerk Stacey Golden reported that Mike Lamb, Wessel & Co. was not able to attend the meeting and has been rescheduled to meet with the Commissioner October 11, 2022 in regards to the Senior Center Parking Lot Paving Project. Commissioners approved/signed a letter addressed to Raymond James Financial authorizing a wire payment of $210,000 to Charles Schwab Bank to replenish funds for the Employee Pension Plan. The transfer was approved at the September 27, 2022 Retirement Board Meeting. Motion by Commissioner Bunch to approve the Commissioners' Minutes of the September 27, 2022 meeting. Motion carried on a 2 to 1 vote with Commissioner Ulsh opposing. Motion by Commissioner Shives to approve the Accounts Payable dated September 30, 2022 in the amount of $49,908.85. All in favor. All in favor. 110 Commissioners signed Salary Board minutes from the September 20, 2022 meeting. Commissioners signed Retirement Board minutes from the September 27, 2022 meeting. Motion by Commissioner Ulsh to approve the Commonwealth of Pennsylvania, Pennsylvania Emergency Management Agency (PEMA) 9-1-1 Statewide Interconnectivity Funding Grant Agreement awarding Fulton County $165,823.00 ($46,353.00 for SAC CHE Maintenance Project, project number 3120220014; $50,758.00 for SAC Regional CAD Maintenance Project, project number 3120220022; $68,712.00 for SCM ESInet Maintenance Project, project number 3120220007). All in favor. Commissioners signed a Budget Transfer Request from the Building and Maintenance Department in the amount of $1,200 from line item 100-40740-545300 to line item 100-40740-537400 for vehicle maintenance repairs. Motion by Commissioner Shives approving signatures for the PIMCC Associate Program Service Agreement. All in favor. Chief Clerk Stacey Golden explained that the agreement would allow CCAP to reprice inmate invoices capping rates and fees through the Medicare Program from Act 22 of 2011. The rate through CCAP charged to the county is $19 per invoice. Commissioners agreed to increase cleaning rates to Kim Mellott at $150 per month for the offices of MDJ Horne, Fort Littleton and MDJ Heming, Needmore. The increase was decided on in order to offset liability insurance coverage. Mellott services the offices twice a month through her private cleaning business. Motion by Commissioner Shives to approve the Purchase of Service Agreement with International Corporate Training & Marketing, LLC effective, October 1, 2022 through June 30, 2023. All in favor. Motion by Commissioner Ulsh to approve County Liquid Fuels disbursements for completed projects; Todd-$1,575.79, Bethel-$2,034.01, Taylor-$1,694.37, Union-$1,758.98, Thompson- $1,717.71. All in favor. Commissioners reviewed and approved the Pennsylvania Liquor Control Board form completed and signed by Elections Director Patti Hess. Chief Clerk Stacey Golden placed the county seal on the form. Commissioners gave approval to hang Christmas wreaths on green posts located around the Courthouse and asked Chief Clerk Stacey Golden to have the requester contact the Borough of McConnelisburg for the poles on Main Street, McConnellsburg. The wreaths will be displayed November 25, 2022 through January 6, 2023. Motion by Commissioner Ulsh to enter into Executive Session at 9:45 AM for Personnel Matters. All in favor.
