DISCUSSION AND MOTION TO APPROVE UP TO $23,000.00 FOR ELLIS WOOD CONSTRUCTION TO REPLACE A DAMAGED UNDERGROUND DRAIN PIPE INFRONT OF THE BROOKLET BLEMENTARY SCHOOLTHE BOARD OF EDUCATION WILL PAY THE REMAINDER OF THE WORK. MOTION: Brad Anderson SECOND: Nicky Gwinnett AYES: Jim Stanoff, Nicky Gwinnett, Bill Griffith, Greg Schlierf, and Brad Anderson NAYES: None Motion carried 5-0 5. FIRST READING OF A PROPOSED ORDINANCE TO REZONE THE NESMITH TRACT FROM "A-1"TO "R-2". Councilman Anderson read the proposed ordinance aloud; there was no public discussion. 6. DISCUSSION AND MOTION ON THE S&S GREENWAY EATENSION PLAN. Councilman Nicky Gwinnett stated he was told by the county that a decision was necessary by July 1 sO the county could submit the grant application. 1]Page Councilman Jim Stanoff asked what the expense would be ifthe city decided later on, which Gwinnett said the county told the city would be on its own. Mayor Grooms said he felt the trail would be better in a different place. Councilman Brad Anderson said he agreed and appreciated all oft the feedback he received from the community, but was most looking forward to having a decision. Grooms said one oft the major concerns he has is a continued divide in the community because of mixed feelings on the issue. He thanked the citizens for making their voices and concerns heard. MOTION TO APPROVE OR NOT TO APPROVE THE S&S GREENWAY EXTENSION PLAN. Nicky Gwinnett voted YES. Bill Griffith voted NO. Jim Stanoff voted NO. Brad Anderson voted NO. Greg Schlierf voted NO. Motion carried 4-1 Gwinnett voted YES because it would be for the betterment of the community. Stanoff said he personally supported the trail but the feedback he has heard directs a no. He said the route was the issue, not the trail itself. Anderson said he thought the trail was a great idea but he cannot force the decision upon residents who will be impacted but do not want it. Schlierf said the path would be a great asset to the infrastructure, but the location is problematic because it bisects people's property. He also noted that a tradeoff of declining to bring the trail to Brooklet would be possible tax increases down the road to help pay for infrastructure. The special called meeting was standing room only as people watched the council vote 4-1 to halt the project. The decision was met with a loud applause. 5. All of the requirements of the comprehensive zoning ordinance and the zoning procedures set forth in O.C.G.A. $ 36-66-1 set seq. have been met. NOW THEREFORE, BE IT ORDAINED by the Mayor and Council of the City of Brooklet, Georgia, and it is hereby ordained by authority of the same, that the zoning map of the City of Brooklet, Georgia be, and the same is hereby amended, by changing the zoning of the hereinafter described property located on Old Leefield Road, from A-1"to "R-2", said property being described as follows: All that certain lot or parcel of land situate, lying and being in the 15231d G. M. District of Bulloch County, Georgia, containing 34.75 acres, more or less, and being known and designated as Lot No. 3 on a subdivision plat of the Mrs. M. E. Fredonia Still Farm made by J. E. Rushing, County Surveyor, dated October, 1919, recorded in Plat Book 1, page 43, Bulloch County Records. The above-referenced plat is incorporated herein for all purposes oft this description. The above described tract is a portion of the property acquired by Garland Lamar Nessmith from Kristen Marie Nessmith by limited warranty deed dated May 13, 2020, and recorded in Deed Book 2566, pages 69-70, Bulloch County, Georgia Records. EFFECTIVE DATE This ordinance shall become effective upon adoption. ZONING MAP TO REFLECT CHANGE The zoning administrator is hereby directed to reflect the zoning change on the official zoning map of Brooklet, Georgia, and to further reflect thereon the date that such amendment became effective.
