East Main Street, Hogansuille, GA, 30230 - - (706) 250-4738 Mayor's Report Adjourn Meeting to be held at Hogansville City Hall, 111 High Street, Hogansville Ga. 30230 PERMANENT RECORD HOGANSVILLE GEORGIA Meeting held at Hogansville City Hall, 111 High Street, Hogansville GA 30230 February 17,2025 Public Hearing Public Hearing was called to order at 7:00 pm to hear citizen comments on the proposed variances for Granite Street, Tax Parcel Numbers 0213B004015B, 0213B004015C, and 0213B004015D. A representative from CB Investments, Chris, who is a contractor spoke to Council stating that property owners have met the requirements for the design and sf setbacks but are asking for a slight lot size variance from 14,000sfto 13,806 sf, 13,600 sq ft, and 13,394 sf for the three parcels. Darrell Daniel addressed Council and said that the City is doing a good job in town and thinks things look great. Joanna Rossen of612 E. Main Street expressed her concerns ofthe variance requests. She thinks that the company that owns the property is not transparent. She said that she and other neighbors have been cleaning and maintaining those properties for years. She is concerned that neighbors weren't contacted or questioned about how they feel about the proposed new homes being built SO close to their property. She does not think the variances should be approved. Al Prado of 700 E. Main Street echoed the same concerns. He is concerned that the Historic Preservation Commission does not understand why the commission was created. He feels the new homes will not fit in with the historic district homes. Deeann LeSal of Granite Street agrees with Joann also. She has been taking care of the lot next door to her home, which is one of the proposed lot variances. She is concerned about old pipes busting due to the new homes. She asked Council to reconsider approving the variance or require larger lot sizes. With no other comments, the Public Hearing was adjourned at 7:14 pm. Regular Meeting Call to Order: Mayor Jake. Ayers called the Regular Meeting to order at 7:14pm. Present was Council Member Michael Taylor, Interim Council Member Jason Baswell, Council Member Mandy Neese, Council Member Mark. Ayers, and Council Member Kandis Strickland. Also present were City Manager Lisa Kelly, City Attorney. Alex Dixon, Police Chief. Jeffery Sheppard, and City Clerk LeAnn Lehigh. Council Member Baswell gave an invocation, and Mayor Ayers led the Pledge of Allegiance. Public Hearing & Regular Meeting. - February 17, 2025 Consent Agenda Motion: Council Member Neese moved to approve the consent agenda. The motion was seconded by Council Member Strickland. Motion Carries 5-0 Citizen Appearance 1. Evie Kettler to Discuss Revising the Animal Ordinance Evie Kettler would like Council to consider revising the animal ordinance regarding the tethering of dogs to completely prohibit tethering. She said that she has learned a lot over the years regarding the dangers of tethering dogs. It causes aggression and distress. She would like the opportunity to come back to Council and speak to them at a Work Session to discuss her ideas. Presentation 1. Tamara Harden 5-Year. Anniversary Municipal Court Clerk Michelle Hollis presented Assistant Court Clerk Tamara Harden with a plaque for her 5-Year. Anniversary with the City. Executive Session 1. Litigation Exemption Council Member Neese moved to go into an Executive Session under the Litigation Exemption at 7:25 pm. The motion was seconded by Council Member Ayers. Motion Carries 5-0 The Regular Meeting was reconvened at 7:45pm. New Business 1. Variances for Granite Street Council Member Neese moved to approve the variances on Granite Street, Parcel Nos 0213B004015B, 0213B004015C, and 0213B004015D, with a seconded by Council Member Ayers. Discussion: None Motion Carries 5-0 2. OPB Grant Modification Council Member Neese made a motion to approve the OPB Grant modification to include foregoing the robotic dog and replace with new command center upgrades, GPS, Rapid Response Scene Trailer, mobile generated pole scene lighting, training equipment upgrades, closed circuit security surveillance cameras at City properties, and officer uniforms and equipment. The motion was seconded by Council Member Ayers. Discussion: None Motion Caries 5-0 Public Hearing & Regular Meeting - February 17, 2025 3. Royal Theater - Bid for Doors Council Member Neese made a motion to award the bid for the Royal Theater doors to Principle Construction in the amount of $95,331.
