Agenda City Council Work Session March 4th, 2025 6:30pm Baldwin Courtroom, 155 Willingham. Avenue, Baldwin, GA 30511 Mayor Stephanie Almagno, Councilmember Erik Keith, Councilmember Nancy Lehman, Councilmember Kerri Davis, Councilmember Maarten Venter, and Councilmember Alice Venter (via phone) were all in attendance. Call Meeting to Order Mayor Almagno called the meeting to order at 6:30 pm Public Hearing Fieldale Farms Zoning Change Ordinance #2025-02161Z Mayor Almagno opened the public hearing at 6:30 pm. No one came forward. The public hearing was left open for the remainder of the meeting. Old Business 1. Discussion of Master Fee Schedule Woodmaster presented a draft of a Master Fee Schedule (last discussed in April 2024) with some modifications proposed by City staff. The goal is to have this Master Fee Schedule amended for Fiscal Year 2026, effective July 1, 2025. Woodmaster reviewed the proposed modifications and invited Council to notify City staff of any changes or additions they would like made. Council was in consensus to bring this forward for a vote on Monday night. Mayor Almagno opened the floor again for the Fieldale Farms zoning change public hearing. No one came forward. Mayor Almagno closed the public hearing at 6:50 pm. New Business Announcements a. Homestead Exemption Affidavits for 2025 property taxes are due April 1st. Ifyou do not have a Homestead Exemption, stop by City Hall or call 706-778-6341 to find out the exemption for which you qualify. Ifyou have a City exemption, but not a County exemption, contact the County Clerk. b. The Baldwin City Council Spring 2025 Retreat will be April 10 - 11 from 8:00 am - 5:00 pm. Formal notice and agenda to follow. C. Councilmember Alice Venter shared that several water customers had reached out to her and expressed their gratitude to the Public Works Department for their around-the- clock hard work to repair the water lines after several breaks in the last week. Mayor Work Session Minutes March 4th, 2025 Page 11 Almagno discussed concerns raised by citizens in how information like water line breaks and boil water advisories is currently conveyed and the possibility of putting an emergency notification system in the coming budget. City staff are researching options to present to Council during the FY26 budget preparation. Councilmember Nancy Lehman shared a concern that she had received conflicting information from Utility Services, Inc., regarding whether or not Baldwin was under a boil water advisory. Woodmaster stated that Utility Services, Inc. received notification for the boil water advisory, but that she would follow up with them regarding the conflict. d. The 26th Annual Clean Up Day is April 19th. Adjournment Action: A motion was made by Maarten Venter to adjourn the meeting with a second by Erik Keith. Motion Carried 5-0 at 7:03 pm.
